Description
The U. S. Coast Guard (USCG) is conducting additional market research in preparation for the replacement of the 26� Trailerable Aids to Navigation Boat (TANB). AN RFI for TANB II was conducted in late 2019. As this program has been achieving various milestones, the USCG would like to gauge any changes in the industry that may have occurred in the recent years. The TANB is a shore-based boat with a primary duty to service aids to navigation (ATON). The USCG is pursuing a boat with increased survivability in larger seas, has adequate draining for water on deck, and that can conduct ATON operations in a variety of environments, including heavy-current rivers. A preliminary table of requirements that outlines the features desired in the TANB II is attached. This RFI seeks information with regard to the following: 1. Please provide a capabilities statement or any other documents and submissions supporting the questions below. a. Do you have a craft already in production that meets the preliminary requirements or a design that could be modified to meet the requirements? If so, please provide information on the design and any boats that have been built to this design. (specification sheets, drawings, photographs, production information, etc.) b. Do you have a craft that meets the preliminary requirements or a design that could be minimally modified to meet the requirements that is currently in an open contract with any federal government agency? c. What type of lifting method would you incorporate into the design of the TANB II to meet the lifting requirements? d. What features and design standard would you incorporate to address the USCG�s goal of increasing the survivability of the craft to avoid capsize events? e. How would you approach quickly and effectively draining water that may come on deck? f. What is a reasonable time period to build and deliver additional boats? g. Is four years a reasonable period to build and deliver the full fleet of approximately 94 boats? h. For lifecycle support, to what extent do you normally provide logistics information? (CAD models, drawings and technical data) i. What is the ROM for a first article and subsequent TANB II boats? 2. Please provide your normal warranty terms? 3. Please provide your company�s size and socioeconomic size standard? 4. Please discuss the normal payment terms for such a contract? 5. Please discuss forms of security you normally provide to support contract financing? Responses to this RFI shall be submitted to Wendy.L.Paulo@uscg.mil and Jusitn.B.Dadlani@uscg.mil. This special notice is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation.
