Description
THIS IS A SOURCES SOUGHT NOTICE (NOTICE) FOR SMALL BUSINESS CONCERNS ONLY.� THIS IS NOT A REQUEST FOR QUOTATIONS AND THE NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A BLANKET PURCHASE AGREEMENT The U.S. Department of Housing and Urban Development (HUD) is issuing a sources sought notice as a means of conducting market research to identify small business concerns having an interest and the resources to support the requirements for Lead Hazard Control and Support Services (LHCSS).��The purpose of this notice is to determine interest among qualified small business concerns who would be interested in competing for these services on an open market basis.� No specific requirement to solicit these services has been identified at this time.� It should also be noted that HUD has an existing GSA BPA for these services, and has also issued a separate notice in GSA eBuy to determine whether it wants to expand the existing contractor pool for the LHCSS program using the existing GSA BPA vehicle.� The applicable North American Industry Classification System (NAICS) codes currently in the blanket purchase agreement(s) are 541219 � Other Accounting Services; 541810- Advertising Agencies; 541613 Marketing and Consulting Services; 541620 � Environmental Consulting Services; and 541611 � Administrative Management and General Management Consulting Services.� This request for capability information does not constitute a request for quotations; submission of any information in response to this notice is purely voluntary; the government assumes no financial responsibility for any costs incurred.� All responses must be solely in the form of information and materials.� Responses to this notice are not offers and cannot be accepted by the government to form a binding contract (i.e., contract or BPA).� We will treat all submissions as business confidential materials, which will become government property, and will not return the submissions. If your organization has the potential capability to perform these contract services, please provide the following information:� 1) organization name, Unique Entity Identifier Code, address, email address, website address, telephone number, and size and type of ownership for the organization for each of the above mentioned NAICs; and, 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.� If you anticipate significant subcontracting and/or establishing a teaming agreement or Joint Venture to deliver technical capability, please address the administrative and management structure of such arrangements. � We will evaluate market information to ascertain potential market capability to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under performance-based contracts, Task Orders or call orders. Based on the responses to this notice and additional market research conducted by HUD, this requirement may be expanded for LHCSS, resulting in establishing some combination of open market contracts or additional BPAs.� We will not accept or acknowledge telephone inquiries and will not provide feedback or evaluations to companies regarding their submissions.
