Pre-solicitation Notice Page 5 of 5 Pre-solicitation Notice Page 1 of 2 Solicitation Number: 36C78623B0001 Project Number: 890CM3014 Description: Gravesite Expansion, Fort McPherson National Cemetery, Nebraska This notice is provided for information purposes only and does not constitute a request for Bid, Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation, number 36C78623B0001 entitled, Gravesite Expansion, Fort McPherson National Cemetery, Maxwell, Nebraska on or about March 13, 20232, unless additional notice is given, or this notice is modified or cancelled. Per FAR 19.502-2, THIS OPPORTUNITY SHALL BE SET ASIDE FOR AS 100% FOR SMALL BUSINESSES. Competition is restricted to Small Business Construction Firms. Notice of Total Small Business Set-aside applies to all items in this solicitation. The Contractor to provide all Management and Supervision, Labor, Materials, Parts, and Equipment, etc., necessary for Gravesite Expansion construction services at the NCA) intends to issue solicitation, number 36C78623B0001 entitled, Gravesite Expansion, Fort McPherson National Cemetery. Work shall include but will not limited to General Conditions, General Construction, Burial Areas, Structures, Alterations, Roads, Walks, Grading, Drainage, Landscaping, Irrigation, Structural, Architectural, Electrical, Utility Systems, the necessary removal and construction of existing structures and certain of other items necessary for the Gravesite Expansion as shown on and described in the contract documents, and as described with the Statement of Work, Specifications and Drawings. The anticipated contract Period of Performance will be three hundred sixty-five (365) calendar days after issuance of the Government s Notice to Proceed (NTP). The Product Service Code (PSC) for this procurement is Y1PZ Construction of Other Non-Building Facilities; the North American Industry Classification System (NAICS) code for this procurement is 237990 Other Heavy and Civil Engineering Construction, and the Business Size Standard is $36.5 Million. Per VAAR 836.204, The Magnitude of Construction for this project is between $2,000,000 and $5,000,000. The full Solicitation, Specifications and Drawings will be posted on Contract Opportunities on/about February 3, 2023, unless additional notice is given, or this notice is modified or cancelled at www.beta.sam.gov . The acquisition type for this solicitation will be an Invitation for Bid (IFB). The IFB will utilize the Electronic Bid Delivery/Opening process. There will be no bids mailed, email, USP, FedDex, or otherwise stated, with the exception all prospective bids MUST BE SUBMITTED via the Government Vendor Portal weblink: https://www.vendorportal.ecms.va.gov. Interested Bidders Must Register on the Website before Submission/Bid Due Date. Interested Bidders are responsible for monitoring and downloading any Amendments from Beta.SAM.gov website which may be issued to this solicitation. Official Site Visit: The area of concern will be addressed in more detail in the upcoming issuance of Invitation for Bid (IFB). Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. As noted, this procurement is a 100% Small Business Set-Aside. Only verified Small Business firms are eligible to submit an offer or receive an award of the anticipated NCA contract. A non-verified Small Business firms that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the Small Business firm must be considered small under the relevant NAICS code and must be registered and verified in SBA - Dynamic Small Business Search engine website. Those firms desiring to receive an award from this solicitation must be registered on the SBA - Dynamic Small Business Search. The SBA - Dynamic Small Business Search database will be checked both upon receipt of an offer and prior to award; firms must also be currently registered in the System for Award Management (SAM) database at Beta.SAM.gov and have completed online Representations and Certifications prior to contract award. Offers received from concerns that are not Small Business firms shall not be considered. At the time of submission of bids, and prior to award of any contracts, the offeror must represent to the Contracting Officer that it is (1) Small Business concern under the NAICS code assigned to this acquisition; and (2) listed as a verified Small Business in the SBA - Dynamic Small Business Search database. Interested bidders must register on the Beta.SAM.gov website for the solicitation. In order to receive e-mail notification of amendments, you must register at Beta.SAM.gov. Amendments to this solicitation will not be mailed but will be posted at the Beta.SAM.gov Contract Opportunities website. Interested bidders are responsible for obtaining solicitation from the Beta.SAM.gov Contract Opportunities website and acknowledging any and all Amendment(s) issued for the solicitation. No other information regarding Statement of Work, Scope, Dates, etc. will be available until issuance of the Solicitation.
