- NOTICE OF INTENT � NEW YORK POWER AUTHORITY (NYPA) This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-1 other than full and open competition. The Department of Energy (DOE), Office of Headquarters Procurement Services, on behalf of the Office of International Affairs, intends to award a sole source contract to New York Power Authority for the procurement of the below equipment under FAR 6.302-1. This is a sole source action for a firm fixed price contract to acquire, transport, and deliver electrical grid equipment to the Ukraine Ministry of Infrastructure, as per Title IV of the Ukraine Supplemental Appropriations Act of 2022 (PL 117-103). The total amount for this procurement is $1,543,000 USD. The contract will be awarded with a 6-month period of performance and no optional tasks or periods. In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The Government intends to award a sole source task order to New York Power Authority, 123 Main St, White Plains, NY 10601. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within fifteen (15) calendar days of publication of this notice. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Responses must be in writing and delivered by e-mail to the Contracting Officer, Julia LoBue at Julia.lobue@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent 89303023NIA000010. Please submit all information no later than February 01, 2023, 12:00 P.M. Eastern Time. A determination by the Government to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition requirement.
