- Description
- The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for modeling and multidisciplinary planning services to conduct (1) planning level analysis through H&H modeling and (2) SORI analysis for conceptual planning of the Bayou Greenbelt network in Lake Charles, Calcasieu Parish in southwest Louisiana.. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Water Institute of the Gulf for the services is based on sole propriety data and modeling of the area. This project is a disaster recovery response managed by NPS with funding from FEMA via the Stafford Act. Water Institute of the Gulf is the only interdisciplinary organization with an emphasis on complex watershed interactions of the Gulf region with years of work experience in Southwest Louisiana and has sole propriety data and modeling of the area . They have direct and extensive experience analyzing and evolving strategies to address natural disaster impacts from the previous hurricanes that impact Southwest Louisiana. This proposed scope of work requires an interdisciplinary watershed approach of planners, natural resource specialists, researchers and engineers which the Water Institute of the Gulf employees. Their datasets, hydrological research and understanding of the local social and natural resource conditions within our recovery area is substantial. FEMA provided the funds with the intent that we utilize local knowledge expertise from the impacted region. Additionally, it is in the best interest of the Government to utilize this contractor to decrease potential costs on the overall project by saving on unnecessary manpower for re-accomplishing research that was already accomplished with the data and modeling the company already has. Since the original contractor owns the proprietary rights of specific aspects of the data, it is the only source that can provide the services required for this project. NAICS Code: 541620, Environmental Consulting Services, Standard business size is $16.5M. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. A solicitation will not be released for this requirement if no vendors are interested. If NPS does not receive interest from the industry, this will be a notice of intent to award on a sole source basis to Water Institute of the Gulf.
