- 01/13/23 - Amendment No. 1 The purpose of amendment no. 1 to solicitation 36C26123Q0253 is to post the updated equipment lists for both Menlo Park and Livermore. Please see the attached updated lists for details. All other terms and conditions remain unchanged. Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 Effective 12/30/2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310, with a small business size standard of $11,000,000. The PSC is J079. The Department of Veterans Affairs is seeking to purchase housekeeping equipment maintenance services for all the Environmental Management Services (EMS) housekeeping equipment located at the Menlo Park and Livermore divisions of the VA Palo Alto Healthcare System. The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items (NOV 2021) ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS SUBMISSION INSTRUCTIONS (a) General Instructions (1) Electronic Submissions: Contractors must email their quote to Krystal Zoufaly at krystal.zoufaly@va.gov. Include the solicitation number in the Subject line. Any attachments must be readable using Microsoft Office or Adobe PDF. The size of the email is limited to 5 megabytes (MB) but multiple emails are allowable. Quotes must be submitted electronically and will not be accepted through fax or postal mail. (2) All questions regarding this solicitation must be emailed to krystal.zoufaly@va.gov no later than five business days prior to the quote due date. Verbal inquiries or questions will not be addressed or accepted. (3) The quote must be prepared in two parts consisting of a ""Technical Approach"" (Performance Plan and Experience) and separate section for ""Pricing Information"". Each of the parts shall be separate and complete so that evaluation of each part can be accomplished independently. (b) Selection Process (1) Evaluations will be conducted under the procedures of FAR Part 13. (2) In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative evaluation to determine which response represents best as a whole. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ. The government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government. (c) Technical Approach (1) The technical approach must not contain any references to pricing. Resource information such as data concerning labor hours and categories, equipment, materials, subcontracts, should be included in so that contractor s understanding of the Scope of Work may be evaluated; however, any reference to pricing must not be included. Pricing information will be submitted in a separate document. (2) Factor 1 Performance Plan Provide the following: a. Submit and explain a mobilization plan to be fully operational on the contract start date. Do not include general statements. The mobilization plan should be specific as to how you will be fully operational to perform housekeeping equipment maintenance in accordance with the SOW. General statements and promises may result in an unfavorable evaluation. For example, you could discuss how you plan on deploying technicians at the required locations. (3) Factor 2 Experience Provide the following: a. Submit a maximum of five (5) contracts in which the Offeror was the Prime Contractor that best demonstrates the Offeror's experience on recent and relevant contracts that are similar in size, scope, and complexity to this RFQ. For purposes of this evaluation, recent is defined as a contract that has been completed within the past 7 years of the proposal issue date for this RFQ and/or an ongoing contract where at least 6 months of performance has occurred. The Offeror must have been a Prime Contractor. Relevant is defined as projects where the scope of the work was for housekeeping equipment services. Experience that is not recent and/or relevant will not be further evaluated. (d) Pricing Information (1) The pricing information will consist of the price schedule that includes a flat monthly rate. To submit the pricing information, fill out the price schedule with the unit price and calculate the extended total. FAR 52.212-2, Evaluation Commercial Products and Commercial Services (NOV 2021) ADDENDUM to FAR 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the quotes: 1) Factor #1, Performance Plan 2) Factor #2, Experience 3) Factor #3, Veterans Involvement 4) Factor #4, Price In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative evaluation to determine which response represents best as a whole. FACTOR 1 Performance Plan The quotes will be evaluated using the information submitted in the technical approach addressing the following elements: Performance Plan: Describe what processes and methods the contractor will use to meet the requirements in the PWS. The Government will assess the responses in Factor 1 to evaluate the capability and qualifications of the vendors. FACTOR 2 Experience Experience: The Government will assess the breadth of experience in providing relevant services. FACTOR 3 Veterans Involvement Veterans Involvement: In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.215-70 (DEVIATION), Service-Disabled Veteran-Owned and Veteran-Owned Small Business (VOSB) Evaluation Factors, the Government will assign evaluation credit for a Quoter (i.e., prime contractor) which is a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a VOSB. To receive credit, an offeror must be registered and verified in Vendor Information Pages (VIP) database at time of quotation submission and at time of award ( https://www.vip.vetbiz.va.gov/) and must meet federal small business size standards for the North American Industry Classification System (NAICS) code assigned to this solicitation. Non-SDVOSB/VOSB quotations that use SDVOSBs or VOSBs as subcontractors will receive some consideration under this evaluation Factor. Quoters must state in their quotations the names of the SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts. In addition, the proposed subcontractors must be registered and verified in the VetBiz.gov VIP database ( https://www.vip.vetbiz.va.gov/) and must meet federal small business size standards for the NAICS code assigned to this solicitation at time of both quotation submission and at time of award. FACTOR 4 Price When submitting pricing information, the contractor will provide rates in accordance with the price schedule. The price will be evaluated for fair and reasonableness. For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
