- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center is seeking potential sources that are capable of providing a column gel automated blood bank analyzer and consumables necessary for the generation of automated blood bank reportable patient testing, and capable of performing ABO/Rh typing, antibody screening, crossmatches, antibody identifications, and ABO/Rh typing of blood units essential for patient transfusion, for the following VISN 19 VA medical facility: VA Oklahoma City Medical Center at 921 NE 13th Street, Oklahoma City, OK, 73104, Department of Pathology and Laboratory. NCO 19 is performing market research to determine if there is a sufficient number of qualified (1) Service-Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); (3) Small or emerging small business firms; or (4) Large businesses who can fulfill the requirement. This Sources Sought notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All SDVOSB, VOSB, small and large businesses capable of fulfilling the requirement are invited to respond. NAICS code to be used for this acquisition is 334516. All interested firms who can meet the requirements stated in Summary of Requirements below should respond, in writing, with the following information: Interest and Capabilities Address and UEI Business category (SDVOSB, VOSB, Small Business, or Large Business) State if interested firm has a NAC or GSA contract by replying with their applicable contract number Price Structure: Provide information on how pricing is structured (i.e. Cost per Reportable Result, Cost per Test, Analyzer rental and reagent purchase, Reagent Purchase (analyzer rental costs included in reagent costs). Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. SUMMARY OF REQUIREMENTS: System shall be capable of providing for the test menu: Antibody Identification of: Anti-D, Anti-E, Anti-e, Anti-C, Anti-c, Anti-f, Anti-K, Anti-k, Anti-Jka, Anti-Jkb, Anti-Fya, Anti-Fyb, Anti-M, Anti-N, Anti-S, Anti-s, Anti-P1, Anti-Lea, Anti-Leb, Anti-Lua, Anti-Lub. System shall be capable, and the vendor must be able to supply all the listed testing reagents, for performing the following tests on an automated analyzer: ABO/Rh and Antibody Screen (3 cell screening panel required) System shall be FDA (Food and Drug Administration) approved. Installation, delivery, training, maintenance, repairs, consumables/supplies are all included in a cost per reportable result (CPRR), cost per test (CPT), analyzer rental and reagent purchase, or reagent purchase type of price structure. Definition of Cost per Reportable Result (CPRR): Cost per Reportable Result (CPRR): The per reportable result price shall include costs covering: (1) equipment use, (2) all reagents, calibrators, controls, and interlaboratory Quality Controls (QC) comparison program if available, supplies, consumable/disposable items, parts, probes, needles, printers, Uninterruptable Power Supply (UPS), accessories and any other item required for the proper operation of the contractor s equipment and necessary for the generation of a patient reportable result. This does not include those items approved for exclusion by the government such as printer paper, and labels. This per patient reportable result price shall also encompass all costs associated with dilution, repeat and confirmatory testing required to produce a single patient reportable result. It will also include the material to perform, as well as all other costs associated with, quality control, calibration, normal range, and correlation study testing that is prescribed by the Clinical and Laboratory Standards Institute (CLSI), College of American Pathologists (CAP), American Association of Blood Banks (AABB), Joint Commission and the Food and Drug Administration (FDA), (3) All necessary maintenance to keep the equipment in full operational condition (This element includes both preventative maintenance and emergency repairs), (4) training for Government personnel, Contractors are required to provide delivery, installation and removal, of equipment an no additional charge, (e) All packaging and shipping of reagents and supplies.
