- THIS IS A SOURCES SOUGHT NOTICE ONLY Solicitation: 36C25223B0013 Project: 585-21-111 Upgrade Nurse Call System Place of Performance: Oscar G. Johnson VA Medical Center 325 East H. Street Iron Mountain, MI 49801-4760 PART 1 - General Description: The purpose of this notice is to obtain information on the interests, capabilities, and qualifications of multiple types of small business firms to determine if a set-aside is appropriate. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Great Lakes Acquisition Center, requests letters of interest, with detailed electrical construction background particularly with nurse call systems, from the following types of specialized construction small businesses firms interested in performing construction work at the Oscar G. Johnson VA Medical Center: Small Businesses (SB) Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), 8(a) Businesses, and HUBZone Businesses Responses to this Sources Sought should include sample projects of this particular scope of work with a detailed description of the work your company provided. This project is classified under NAICS Code: 238210 Electrical Contractors and Other Wiring Installation Contractors with a small-business size limit of $16.5 Million. Should the contract be set-aside for CVE-verified SBVOSBs, in accordance with VAAR 852.219-10(d)(4) (4), in the case of a contract for specialized construction, it [the prime contractor] will NOT pay more than 50% of the amount paid by the government to it to firms that not VIP-listed SDVSOBs. (5) Any work that a VIP-listed SDVSOB subcontractor further subcontracts will count towards the percent of subcontract amount that cannot be exceeded. For supply or construction contracts, cost of materials is excluded and not considered to be subcontracted. PART 2 - SCOPE OF WORK OVERVIEW: Project 585-21-111 Upgrade Nurse Call System: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish all labor, superintendence, materials, tools, equipment, transportation, licenses, certificates, insurance, temporary protection, and other items designated under the provisions of this contract Upgrade Nurse Call System, project number 585-21-111 necessary for the renovation of the nurse call system throughout the facility; includes new nurse call devices, master console and duty stations, pillow switches, pull stations, dome lights, back boxes, cabling and conduit, and electrical items as outlined in the contract specifications and as shown on the contract drawings. The work involves demolition of the existing nurse call system, architectural, data, and electrical. New work involves the furnishing and installation of the new architectural, data, electrical, and security items located in all areas in Building 1 as outlined in the contract specifications and as shown on the drawings. PART 3 - PERIOD OF PERFORMANCE: Complete all work including submittals, reviews, quality assurance, material orders and deliveries, field work, testing and closeout no later than 300 calendar-days from the Notice to Proceed (NTP). Contractor must plan accordingly to maintain the contractual period of performance. PART 4 - Interested sources shall submit the following: Company name, address, point of contact, phone number, SAM OID number, and business status. Indicate the primary nature of your business, any teaming agreements or arrangements, planned self- performance and subcontracting program. Include specific details as to how SDVOSBs will fulfill the 50%. Documentation relating to capability of performance. Provide two (2) examples of projects similar in scope, complexity, and cost magnitude of project description above. Letter from the surety regarding the maximum bonding capability for a single contract action as well as the total aggregate bonding capacity. Total submittal shall be no longer than (6) six pages in one .pdf file or word document. Responses are required to be sent via email to Kristi.Kluck3@va.gov no later than Monday, January 16, 2023. THIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this Sources Sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.
