SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY � This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice.� NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this notice. Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside.� �Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP), or Information for Bid (IFB). No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. The estimated cost of construction is between $1,000,000 and $5,000,000. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for the following: To improve sea lamprey control, a new auxiliary spillway structure and sea lamprey trap structure is to be constructed at the existing Michigan Department of Natural Resources (MDNR) Fish Spawning Station and Weir in Manistee, MI. Work primarily consists of replacing the concrete spillway structure located north of the Little Manistee Weir. The new auxiliary spillway will consist of steel sheet pile (SSP) and driven wide flange (WF) piles to create a 70 foot long, 6 bay, adjustable height weir.� A steel walkway is to be constructed over the weir for stoplog placement and will consist of WF girders ranging between 20 to 26 feet in length, and steel angles, grating, and railing. Welding for the spillway structure shall be performed in accordance with American Welding Society (AWS) D1.5 bridge welding code. Excavation and grading will be performed upstream and downstream of the new spillway weir. The portion of the spillway downstream of the weir will consist of a 6� concrete slab. Riprap placement will be required for scour protection.� The project may also include the construction of a permanent sea lamprey trap downstream of the northmost bay of the existing Little Manistee Weir. The structure will consist of a trap vault and lift system and require the fabrication of new stoplogs to be used in this bay. The trap vault will consist of steel plates and angles and be supported by two driven WF piles. Minor alterations will also be made to the existing Little Manistee Weir and restoration activities include grading and seeding. Interested companies who have completed similar work are encouraged to respond. Provide descriptions of three projects, similar to the project size, scope, and dollar value ($750,000 or larger), which have been completed or substantially completed in the last ten years. Contractors should have been the prime contractor on these projects and should include examples that show their capabilities to perform the following civil construction practices: i.��������� Driving SSP and steel piles ii.�������� Performing lifts iii.������� Completing in-stream construction activities The contractor will have an estimated 730 calendar days to complete this requirement. The contract is expected to be solicited in the July 2023 timeframe. The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $45 million. SURVEY: The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this Sources Sought. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
