Not responding to this notice does not preclude participation in any future RFP or RFQ, if issued.�� INTRODUCTION The United States Department of Agriculture (USDA) Food Safety and Inspection Service (FSIS) Office of Field Operations (OFO) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for �Mobile Audiometric Testing.� The OFO has a requirement to provide audiometric testing and record management for approximately 7800 employees across 10 Districts in support of the Hearing Conservation Program (HCP). FSIS objective is to streamline the procurement of these repetitive services and reduce cost by establishing Multiple-Award Blanket Purchase Agreements (BPA) in accordance with FAR Part 13 Simplified Acquisition Procedures.� PROGRAM BACKGROUND� The USDA FSIS Office of Field Operations (OFO) Inspector in Charge (IIC) supervises Consumer Safety Inspectors (CSIs) at various processing and slaughter plants. CSIs are required to work in close proximity to tools, equipment, and machinery which increase exposure to potentially damaging noise levels and may impact employee and environmental safety. Due to increased variability of working conditions and noise exposure levels within these processing and slaughter plants, USDA has implemented the Occupational Safety and Health Administration�s (OSHA) general requirement to establish a Hearing Conservation Program (HCP).� A draft Statement of Objectives (SOO) is attached to this announcement for review. (Attachment 1)� REQUIRED CAPABILITIES� The Contractor shall provide all testing and calibration procedures as well as record keeping required to comply with applicable OSHA and other regulatory requirements in support of the areas specified in SOO. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.�� The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope with those described in this notice and otherwise anticipated; 2) secure and apply the full range of financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance, record keeping, and risk mitigation. Interested parties are requested to submit a capabilities statement of no more than five (5) pages.� Estimated Period of Performance: Base (12 months) plus 4 Option Periods (12 months each) with performance commencing in March 2023.
