Description
Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires replacement Uninterruptible Power Supply batteries for the NOAA research vessel Okeanos Explorer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-00409 is issued as a firm, fixed-price, commercial request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) The NAICS code for this acquisition is 335999, Power Supplies � Regulated, and Unregulated, Manufacturing. This is an open-market solicitation set aside exclusively for small businesses (<500 employees). (v) Line items are as follows: CLIN 0001:������ Forty-two (42) Deka HR3500ET Top post UPS batteries or equivalent (vi) Description of requirements for the items to be acquired:� The NOAA ship Okeanos Explorer requires forty-two (42) replacement UPS batteries � Deka HR3500ET or equivalent, with top posts. A manufacturer brochure is included with this solicitation outlining desired performance and physical characteristics. See Statement of Need for additional details. This is a brand name or equal solicitation. Products offered other than the brand name must conform to the following: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- ����������� ����(i) Brand name, if any; and � � � � � � � �(ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (vii)Vendors will need to be authorized to sell or distribute EastPenn/Deka UPS batteries or an equivalent brand that meets and matches the salient performance characteristics. (vii) Date(s) and place(s) of performance and acceptance. Period of Performance: Date of delivery: 09/23/2023 NOAA Ship Okeanos Explorer NOAA Marine Center Pacific 2002 SE Marine Science Drive Newport, OR 97365 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 25-Jan-2023 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
