Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Protective Industries, Inc. �for the procurement of one Mokon WS-5 Iceman chiller with model specification WS4J05CH. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. In support of the CHIPS Act, the National Institute of Standards and Technology is acquiring nano fabrication and nano characterization equipment that will address the major metrology research and development grand challenges for the reliable production of next-generation microelectronic devices. The National Institute of Standards and Technology (NIST) Nanofabrication Operations Group enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. The Nanofabrication Operations Group has the mission of advancing measurement science by developing novel nanofabrication and nanomanufacturing techniques. NIST seeks to acquire brand name chillers to support existing NanoFab equipment. In general, chillers fail frequently. In our current mode of operation, when a chiller fails, the chiller is shipped for repair. We�ve experienced equipment downtimes ranging from 4 weeks to 10 weeks. The added capability of having spare chillers for our existing NanoFab equipment allows to minimize equipment downtime by immediately replacing the chiller. This will reduce downtime from many weeks or months to a day, and therefore maximize productivity of NIST mission critical projects. The NanoFab has numerous NIST and external projects, including the NIST including the NIST on a chip nanophotonic efforts, micro and nano electron mechanical systems, and a variety of materials characterization NIST led efforts that utilize transmission electron microscopy. The Mokon chiller supplies cooling water to a radiant cooling panel system which cools the transmission electron microscopy lab. If the chiller goes down, the heat load from the microscope and its supporting components will cause the temperature in the lab to increase to a level that has the potential to damage the microscope.� The vacuum level in the microscope gun unit is especially sensitive to higher room temperatures, and if the vacuum level gets too high, the electron source can fail.�� To support our transmission electron microscope we require one Mokon WS-5 Iceman chiller with model specification WS4J05CH. Protective Industries, Inc. is the sole source supplier of this Mokon brand name specific equipment with the proper configurations that are needed to meet the requirement of the Government to ensure 100% interchangeability and direct drop in replacement capability for our existing equipment.� � Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 333415 and the size standard is 1250 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
