- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) to procure grants management virtual training through courses specifically designed to provide achievement of Grants Management Certifications, specifically the courses required for grants specialist completion of USAMRAA�s Grants Specialist Certification Program/Training Plan. This is a service requirement to perform Grants & Cooperative Agreements training through a live virtual Internet classroom training environment. This will be procured through Management Concepts, Inc's (MCI) General Services Administration (GSA) Multiple Award Schedule (MAS) 47QREA18D000Y. This acquisition is conducted under the MAS Program. In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the services required at the level of quality required because the services are unique and highly specialized, and the specifications are essential to USAMRAA�s Grants Specialist Certification Program/ Training Plan. Other companies� courses cannot meet USAMRAA�s Grants Specialist Certification Program/Training Plan needs since current grant specialists have already successfully begun or have completed MCI�s courses applicable to obtaining certification. MCI is the only vendor providing a certification program specifically designated for the 1109 career series candidate. MCI is the only vendor that can fulfill USAMRAA�s Grants Specialist Certification Program/Training. Without this support, the USAMRAA�s Grants Specialist would be unable to obtain the knowledge and required classes to obtain USAMRAA's Grants Certification requirements to award Grants and Cooperative Agreements. Additionally, this support is required to continuously train and update the USAMRAA's Grants Specialist workforce on current industry standards to achieve the awarding of Grants and Cooperative Agreements. This announcement fulfills the synopsis requirements under FAR 5.102 (a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than fifteen (15) days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement. All questions and responses concerning this notice shall be emailed to James Cheng at james.cheng1.civ@health.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 4:00 PM ET, 26 January 2023.
