Combined Synopsis-Solicitation for Commercial Items 2 Description: 36C24723Q0252 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01 Effective December 30, 2022 and Acquisition Policy Flash 23-06 Effective January 1, 2023. This procurement is 100% set aside for service-disabled veteran-owned small businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 All Other Professional, Scientific and Technical Services a small business size standard of $17.0 Million. The PSC is R420 Professional: Certifications and Accreditations (Other Than Education Institutions or Info Tech). The Department of Veterans Affairs, Network Contracting Office (NCO) 7, is seeking to purchase services for Sorting of Cancer Claims and creating a Cancer Registry for the Charlie Norwood VA Medical Center. A Firm-Fixed Price Contract Base with One (1) Option Year is anticipated. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73 or VOSBs as set forth in 852.219-74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6. The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.
