- Description
- The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), Sacramento, CA 95814, intends to award a firm-fixed-price (FFP) Sole Source Contract Modification to M.A. Mortenson Company (700 Meadow Ln N., Minneapolis, MN 55422-4837). The effort would be implemented under the Ground Based Strategic Deterrent (GBSD) Software Sustainment Center (SCC) project at Hill Air Force Base (HAFB), Utah. The construction and installation effort will include the following: Provide a minimum of 106 POV parking stalls across Jonquil Lane in the available undeveloped space south of the stormwater retention pond for potential layout of surface parking bid option. Parking stalls shall be a minimum of 9 feet wide by 18 feet 6 inches long. Handicapped stalls shall be a minimum of 13 feet wide. Travel access lanes within parking garage shall be a minimum 26-feet wide. Parking lot layout shall meet standards outlined in UFC 3-201-01, UFC 3-600-01, NFPA 1, and Military Surface Deployment and Distribution Command, Transportation Engineering Agency's (SDDCTEA) Pamphlet 55-17 (Better Military Traffic Engineering). Parallel parking along Georgia Street and Jonquil Road will not be allowed. Provide a minimum of 76 POV parking stalls across Jonquil Lane in the available space occupied by the potential stormwater retention pond shown on CS100 in Appendix A. Refer to Sheet CS106 for potential layout of surface parking bid option. Contractor may provide less than the minimum required POV spaces in each individual parking lot provided the total number of parking spaces in the employee parking lot and both surface parking bid options combined provide a minimum of 336 POV parking spaces. Contractor shall utilize underground stormwater solutions beneath the parking lots. Parking stalls shall be a minimum of 9 feet wide by 18 feet 6 inches long. Handicapped stalls shall be a minimum of 13 feet wide. Travel access lanes within parking garage shall be a minimum 26-feet wide. Parking lot layout shall meet standards outlined in UFC 3-201-01, UFC 3-600-01, NFPA 1, and Military Surface Deployment and Distribution Command, Transportation Engineering Agency's (SDDCTEA) Pamphlet 55-17 (Better Military Traffic Engineering). This will be awarded on a sole source basis under the authority of 41 U.S.C. 3.304(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) � Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable North American Industrial Classification System (NAICS) code is 236210, Industrial Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39,500,000 annual revenue. The Product Service Code (PSC) is Y1AZ, Construction of Administrative Facilities and Service Buildings. In accordance with FAR 36.204(f) the magnitude of construction is estimated to be between $1,000,000 and $5,000,000. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available and telephone inquiries will not be honored. This is a notice of intent to award a sole source action; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government�s requirements received no later than 20 Jan 2023 at 1:00 PM Pacific Standard Time (PSG) will be considered. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
