- REQUEST FOR INFORMATION (RFI) This Request for Information (RFI) is the initiation of Market Research under Part 10 of the Federal Acquisition Regulation (FAR) and is NOT a Request for Proposal (RFP). DOD�s Optical Enterprise (OFE) will be updating the current Frame of Choice selection (FOC) that has been in place for the past 4 Years. Frames submitted for consideration should reflect current commercial adult styles available to the general public and comply with the below Essential Characteristics. Frames submitted for this RFI should be suitable for all lens designs currently available in the commercial sector. Frames that are submitted must have a pricing sheet for all samples provided. On average the OFE fabricates 360K FOC�s annually throughout DOD. All submissions must be in compliance with the below list of essential characteristics. FOC Essential Characteristics Metal or Plastic frames with a minimum �B� measurement of 30mm. Metal frames will consist of a single eye wire capable of accepting Rx�s that range from -15.00D to +10.00D and up to a 4.0D cylinder power. Plastic frames must be durable yet pliable enough to accept lens powers that range from -15.00D to +10.00D up to a 4.0D cylinder. Frame sizes should range from 46mm to 54mm to accommodate small and large facial features. Wire frame colors offered should be Platinum, Gold, Black, Pewter, Brown, Gun Metal and Bronze in shiny or matte finish. Plastic frame colors should be offered in shades of Brown, Black, Very Dark Navy Blue, Dark Grey or subdued or Tortoise.� Temples should be offered in straight back, bayonet, or skull style with temple measurements of 140mm through 155mm. �Either spring hinge design or barreled temples are adequate. No logos shall be visible on the temples. Male, Female and Unisex frames are permissible. Nose pads will consist of soft silicone design attached with a screw or push in design. Request vendors submit samples of Plastic frames both with and without nose pads. Request that Plastic frame samples submitted that have nose pads also have a larger �B� measurement to allow for Progressive addition lenses. All materials used in the production of frames will comply with the Trade Agreements Act (TAA). Reponses to this RFI should be sent as follows to Michael Mitchell, NMRLC Detachment Naval Ophthalmic Readiness Activity Yorktown, 160 Main Road, Naval Weapons Station Yorktown, Yorktown, VA 23691: One frame sample for each style. A pricing sheet for all frame samples provided. A listing of all sizes and color available for each frame. Vendor must be prepared to send high resolution raster photos (front and 45-degree side profile) for each frame, size, and color that is ultimately accepted into the Frame of Choice program as one of the conditions for acceptance.
