- 1. �Introduction/Purpose The Federal Aviation Administration�s (FAA) Office of the Chief Counsel (AGC) has a requirement for document scanning services. The Contractor must prepare documents (paper, files, mail, etc.) for loading into an optical character recognition (OCR) software. The Contractor must be capable of rapidly converting documents into an OCR readable format.� 2. �Incumbent Contractor (if applicable)� There is no incumbent contractor for this procurement. However, AGC�s previous contract for document scanning services was with PN Automation, Inc., DTFAWA-17-F-00006. 3. �Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, or full and open competition. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. The FAA may award this effort under an existing contract vehicle and utilize this notice's results to determine if that is appropriate. 4. �Standard Language The responses to this Market Survey will be used for informational and planning purposes only and will not be released.� (a) This is a Market Survey. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind;� (b) The FAA is not seeking or accepting unsolicited proposals;� (c) All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking;� (d) The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents;� (e) Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any;� (f) Respondent participation in any informational session is not a promise of future business with the FAA;� (g) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and� (h) Any costs associated with the market survey submittal is solely at the interested vendor�s expense.� 5. North American Industry Classification System (NAICS) Code The NAICS code projected for the procurement is 518210: Optical Scanning Services, with a size standard of $35 million. �� 6. �Submittal Requirements for Market Survey Responses to this Market Survey should include the following elements and must be no longer than five (5) pages. (a) Corporate Experience & Technical Capabilities: �Please provide relevant corporate experience, technical capabilities, and data storage options that demonstrate the ability to satisfy the requirements set forth in the attached draft SOW.� �(b) Existing Acquisition Vehicles: Please indicate if your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.). �If so, please provide an appropriate point of contact and adequate details. (c) Pricing Sheet: The pricing sheet should include both the price for conversion and the price for different data storage options your company offers. � (d) Other Information: Please provide any other applicable information, any comments on the requirements, or general feedback for the FAA's consideration for planning this acquisition. 7. �Delivery of Submittals All responses to this market survey must be submitted by 2:00pm (Eastern Time) on 01/27/2023. Submissions received after this time and date may be considered late and may not be reviewed. All submittals, including attachments, should be submitted in electronic format (email) to: Francisco.felix@faa.gov. Please include the Market Survey title in the subject line of the e-mail submission. No telephone calls will be accepted.
