THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.� Interested businesses must submit the following by e-mail to CFLContracts@dot.gov (Attn:� Kelly Palmer) for receipt by close of business (2 p.m. local Denver time) on January 18, 2023:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small-disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $5 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA NP MOJA 11(1) 10(1) � Mojave National Preserve Safety Improvements project in which you performed work cultural and natural resource sensitive areas and there are numerous environmental constraints that will affect the construction schedule and type of operations. State whether your firm was the prime contractor or subcontractor on the project. �DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT NUMBER: CA NP MOJA 11(1) 10(1) PROJECT NAME: Mojave National Preserve Safety Improvements SCOPE OF WORK: The Federal Highway Administration, Central Federal Lands Highway Division (FHWA-CFLHD), in coordination with the National Park Service, Mojave National Preserve, is proposing minor improvements to approximately 94 miles on various routes in the Mojave National Preserve.� The Preserve is in in San Bernardino County, California.� The project consists of safety improvements targeted to reduce roadway departure including signage, striping and mumble strips on nearly 94 miles of roadway across four routes within the Mojave National Preserve; Kelbaker (57 mi.), Kelso-Cima (19 mi.), Morningstar Mine (15mi.) Roads and the northernmost 2.74 miles of Ivanpah Road.� Improvements also include speed feedback signs, minor shoulder reconditioning in targeted areas, and road closure gates. The work is occurring in a natural resource sensitive area and there are environmental constraints that will affect the type of operations.� Prior experience on projects of similar magnitude within National Parks System is required. PRINCIPLE WORK ITEMS: 800 square yards of shoulder reconditioning 500 square yards of asphalt concrete patch, type 2 4 Gate, metal 32-foot width 300 each sign system 3 each sign system (with flashing beacon) 4 miles mumble strip 8 miles mumble strip, shoulder 270 miles pavement markings, type b, solid 130 miles pavement markings, type b, broken 10 system installation speed feedback signs ESTIMATED COST RANGE: The estimated cost is between $2,000,000 and $5,000,000 ANTICIPATED SCHEDULE: The anticipated advertisement date for the project is February 2023 with construction commencement in April of 2023.� Construction duration is estimated at 2-3 months. EXPERIENCE: Provide a list of roadway construction projects of equal or greater value and?similar?scope to that described herein and in which you performed (as the prime contractor) work cultural and natural resource sensitive areas and there are numerous environmental constraints that will affect the construction schedule and type of operations. State whether your firm was the prime contractor or subcontractor on the project.
