This is a sources sought synopsis only, not a solicitation announcement. �This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract.� It is subject to change. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement. This sources sought notice has been issued to survey the market to identify possible sources for consideration. This notice is to assist the United States Coast Guard (USCG) in determining potential sources. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources for a non-personal services contract in support of its mission. The USCG is conducting market research to seek sources that have the capability to provide On-Site Progressive Structural Inspection (PSI) and Depot Level Maintenance (DLM) support to the PSI and DLM services of USCG�s program, of the C-130H and C-130J aircraft. The PSI is the depot level inspection of C-130 series aircraft to ensure airworthiness through detailed non-destructive inspection procedures. Additionally, these inspections ensure compliance with Aircraft Structural Integrity Program (ASIP) requirements. The PSI is required to be completed every 48 months due to the corrosive environment that USCG aircraft operate in throughout the world. Support services are divided into pre-induction inspection, de-paint, disassembly/inspection, PSI repairs, test flights, and paint. The USCG is seeking sources who have the capability to provide such labor support services with an expected start date of February 4, 2024 at USCG ALC in Elizabeth City, NC. The Contractor shall be responsible for providing labor support for the following functional areas:� PSI (and all de-painting and painting) of C-130H and C-130J aircraft Depot Level repairs to C-130H and C-130J aircraft and system components PSI Extension Inspections (PEI) UDLM including Time Compliance Technical Order (TCTO) development and implementation Non-Routine Repairs Contract Field Team (CFT) support at various USCG Air Stations or other areas as designated Provide warehousing services to include ordering in-house materials, distribution, stocking, and inventorying stock Preservation, storage, and maintenance of replacement aircraft parts Shipping of supply parts and aeronautical equipment for C-130H and C-130J aircraft Providing scaffolding and work platforms for use around aircraft undergoing PSI and DLM Technical engineering support in aeronautical and avionics fields Aircraft Sheet Metal Shop Support and Machine Shop Support Component Repair on T-56 engines and C-130H propellers Maintenance on AE 2100D engines and C-130J propellers Inspection of Center Wing Box Rapid Modification Production Line Avionics Modernization Line Ground and Flight Support of Unscheduled DLM aircraft transferred to LRS, to include repair of flight and non-flight generated discrepancies, hourly and calendar Maintenance Due List (MDL) items, aircraft fueling, de-fueling, and fireguard duties to launch aircraft� The USCG anticipates utilizing the following Labor Categories: PSI Quality Assurance Manager* C130 PSI Production Manager* C130 PSI Cell Supervisor* C130 PSI Structural Specialist* C130 PSI Aircraft Lead Mechanic (Aircraft Mechanic III)* C130 Engine Shop Lead* Sheet Metal Shop Lead* Machine Shop Lead* C130 Electrical/Avionics Leader* On-Site Supervisor* Avionics Technician Machinist Upholsterer Data Entry Clerk Production Control Clerk Supply Clerk Tools and Part Attendant Aircraft Mechanic I Senior Mechanical Technician (Aircraft Mechanic II) Aircraft Mechanic Helper Aircraft Electrician I Aircraft Sheet Metal Mechanic I Senior Mechanical Technician (Aircraft Sheet Metal Mechanic II) Aircraft Painter Senior Aircraft Painter Flight Line Attendant (GSE) Supply Technician Stock Clerk *Denotes key personnel Any interested party MUST be registered in the Beta.Sam System for Award Management (SAM.) This work shall be performed in accordance with established Government manuals, drawings, directives, and instructions. Responses Interested parties should submit capabilities statements to the points of contact specified herein. Responses to this notice should include company name, address, telephone number, and point of contact (POC).� In order to facilitate a comprehensive evaluation, capabilities statements should include the following: Capability and experience for completion of bulleted items above. Certified ISO 9110 as a minimum; include any other certifications as they pertain to this type of requirement. Please respond to the following questions in addition to submission of your company�s capability statement: Does your company currently provide depot level maintenance services to government agencies or civilian users for large body, fixed wing aircraft? If so, who is/are the customer(s)? Please provide a technical and contractual Point of Contact (POC) for your customer(s). Does your company have the management and financial capability to support a contract of this type? Please describe your on-site management structure and financial capability. Is your company a large or small business? If small, define your company�s socioeconomic classification. Does your company send out work to subcontractors? If so, how much work and what type of work is subcontracted? What North American Industry Classification System (NAICS) code does your company use for this type of service? If the Government proceeds with this requirement, the contract award may result from the trade off process to arrive at overall best value for the Government. Please specify any technical, cost, performance, or schedule differences that your company could offer that might set your company apart from other potential competitors. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Sam.gov website at a later date. Responses to this sources sought synopsis are not adequate responses to any future solicitation announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
