Description
Air Force Nuclear Weapons Center (AFNWC) Air Launch Cruise Missile (AFNWC) Sustaining Engineering and Logistics Services FA8128-24-D-TBD This is a Sources Sought notice for market research purposes to determine the availability of qualified sources capable of providing sustaining engineering and logistics services for the Air Launch Cruise Missile (ALCM).� THERE IS NO SOLICITATION AT THIS TIME.� This request for capability information does not constitute a request for proposals; submission of any information in response to this market research request is voluntary; the Government assumes no financial responsibility for any cost incurred.� In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses are not offers and cannot be accepted by the USG to form a binding contract.� The information provided in this Sources Sought is subject to change and is not binding on the USG. The Air Force Nuclear Weapons Center (AFNWC), Missile Sustainment Division Contracting Branch (PZNT) is pursuing the award of a non-commercial, follow-on contract vehicle to FA8128-17-D-0001 which was previously awarded on a sole source basis to the Original Equipment Manufacturer (OEM) The Boeing Company, Cage Code: 1N929, Oklahoma City, Oklahoma. The AFNWC Missile Sustainment Division (NDM) provides sustainment activities in support of the Air Launch Cruise Missile (ALCM) weapon system.� The ALCM weapon system is comprised of the ALCM missile and all components installed therein, support systems and equipment including B-52 Bomber Weapon Integration Equipment (BWIE), engineering data, technical orders (TOs), software, ALCM-peculiar carrier aircraft equipment and ALCM system test facilities and equipment.� ALCM sustainment activities include recurring and nonrecurring engineering services and logistics supportability expertise to include, but not limited to: system design, aerodynamics; manufacturing/repair materials and processes, mass properties, corrosion, guidance, mission planning, reliability/maintainability, survivability/vulnerability, low observable technology and testing, system software, electrical, electronics, structures, test equipment, and Diminishing Manufacturing Sources and Material Shortages.� Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition and for Market Research purposes only.� Please clearly identify any information your company considers proprietary.� No classified, confidential, or sensitive information shall be included in a response to this Sources Sought.� Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government wishes to invite any companies who are interested in participating in the ALCM Engineering Services Sustainment Follow-On to fill out the following survey. If so, describe in detail what part or parts of this requirement that your company is capable or interested in performing. Section B � Market Research Questions: Please provide a brief answer to each of the questions: Does your company have the requisite Technical Data to be able to provide Sustaining Engineering Services and Logistical support for the ALCM weapon system? How will your company address the absence of drawings, specifications, technical data, test procedures, etc. Does your company have a Systems Integration Laboratory (SIL), or available space and capability to develop a SIL? Does your company have existing business agreements / licenses in place with the OEM to be able to provide Sustaining Engineering Services and Logistical support for the ALCM weapon system? Describe your company�s capabilities and experiences in generating Technical Data, engineering drawings and manuals.� Identify what software programs are utilized to generate these data products and what formats are available for delivered items. The ALMC is over 30 years old, describe how your company will identify and resolve parts obsolescence and diminishing manufacturing sources issues? Does your company have experience in providing Sustaining Engineering Services and Logistical support for the ALCM weapon system, or any other similar weapon system? If so, please provide the following: Contract Number Procuring Agency Contract Value Services Provided Point of Contact � phone and email Describe your company staff composition and management structure, and how it would provide satisfactory support for this requirement. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO, AS9100, ANSI, etc.). When the final solicitation is posted, would 45 days be sufficient time for your company to provide a valid proposal? Do you know of any issues that would preclude conducting the solicitation process entirely by electronic means? Do you believe an Industry Day would be pertinent for this requirement? If so, why? The Air Force is contemplating contracting for NAICS 541330 Engineering Services.� Do you know of a better NAICS that would represent the acquisition more accurately? This contract requirement will necessitate travel to various locations.� All travel must be preapproved and within scope of the contract.� Commercial air travel will be authorized for contractor personnel traveling between their normal work location and the government-directed locations.� Transportation costs will be based on actual costs incurred, on a mileage basis or on a combination thereof.� Costs incurred for lodging, meals, and incidental expenses will be reimbursed to the extent allowable under the Joint Travel Regulation website (http://www.defensetravel.dod.mil/site/travelreg.cfm).� Any amount above the Joint Travel Regulation will be covered by the contractor and will not be reimbursed by the Government.��� Contractors would only be reimbursed for actual expenses, -- no fees/ G&A etc. will be allowed on travel reimbursement.�� Do you have any suggestions or another approach? This contract will require a SECRET facility clearance, whereas some contractors will require SECRET security clearance.� Does your company have a SECRET facility clearance? Describe your company�s capabilities for gathering, handling, processing and storing classified material and data. This effort has been historically executed utilizing long term Indefinite Delivery Indefinite Quantity (IDIQ) strategies with options.� From your company�s experiences, can you provide your company�s understanding of the IDIQ strategy? From your company�s experience, can you provide a different suggested strategy? If given the opportunity for a one-on-one with the requirement owner, what questions would you ask?
