- This is a request for information. There is no solicitation at this time. The Defense Commissary is seeking firms that can provide Commercial Off-the-Shelf (COTS) Training for the following program: Civility Training for both supervisory/management and employee levels is required. Civility Training for Managers and Employees will provide DeCA�s workforce with the skills and insights they need�to achieve a culture of inclusiveness. DeCA�s EEO embraces inclusiveness and is committed to maintaining a workplace environment that is free of any prohibited workplace activities. Civility Training for approximately 600 Managers and 12,000 employees will focus on a wide range of behaviors, activities and will provide a learning solution based on realistic workplace simulations. Utilizing online and classroom course material, our managers and employees will be able to develop skills that will have a positive impact to the workplace culture and DeCA�s mission.� Course material needs to address workplace discrimination and/or harassment directed towards an individual, or group of individuals, be it singled out and treated differently because of their race, color, religion, sex (including pregnancy, gender identity, and sexual orientation), national origin, age (40 or older), disability (mental or physical), genetic information, or reprisal.� Course material requirement is Commercial Off-the-Shelf (COTS) for all training needs. Background: The Defense Commissary Agency (DeCA) is a component of the Department of Defense (DoD) reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. DeCA�s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. DeCA operates a network of systems managing approximately 14,000 employees, currently encompassing approximately 238 commissaries worldwide with annual sales of approximately $4.9 billion dollars. The Agency headquarters is located at Fort Lee, Virginia.
