- The purpose of this solicitation amendment is to provide answers to questions posed by industry, update CLIN/SLIN quantities, provide an updated price/cost excel form, and to update the deadline for quote responses. Questions and Answers Can Benton Harbor be changed to (3) 96 gallon bins service 1 time per quarter? We are checking on this possibility and will issue an amendment if approved. Can frequency or container amounts be increased for isolated locations? The Government intends to work with our partner/vendor and identify areas to create efficiencies. However, we need to ensure that the facility has sufficient space and/or areas to house additional containers. Can the contract specialist send some file, perhaps an excel document, that makes price input into the Price/Cost schedule easier for both the offerors & contracting specialist to input pricing into PD2 or whichever contract writing software you are using? An updated excel file (Q0035-V5.xls) has been provided/attached for input of pricing and submission. This file does take into consideration items mentioned in question 14 below. Final destruction is pulped at a paper mill, how do we provide this quarterly sample requirement? Paper mills have experience providing these samples. Please interface with your servicing location. Quarterly samples are Will we be able to only have PIV badges for personnel who access the building and not just the loading docks? PIV Badging is not required for this contract. The vendor however must check in with facility security office/police prior to any service. What system do you use for the badging process, USAccess or E-Qip? PIV Badging is not required What is required for 96-hour sustainability? Questions and pricing we have today, may not be relevant 2 years from now. Please see response in Amendment 2 Will the VA provide spreadsheets of all container locations, also including the non- paper Media containers? Yes, the VA will provide a list of container locations including service locations for media (non-paper) containers. We will need more than 48 hours to schedule purges due to routing purposes, can we have this requirement removed? or changed to be agreed upon with facility COR? Please see response on Amendment 7 At the CBOC locations, if a container is not serviced due to inaccessibility (i.e. locked door) Can the service take place at the next available route schedule? This may be past the 24 hour mark but will be agreed upon with facility point of contact. Please see response on Amendment 7 For contractors who are only there for collection and secure handling of material, will they only be required to complete contractor badging requirements versus PIV badging requirements? PIV badges are not required for this contract. Any persons handling PII/PHI are required to do TMS Privacy and Information Security training. Will the solicitation be extended to allow response and review of question answers with the upcoming holiday? Yes, the solicitation deadline will be extended to provide review of these answers, deadline details are below. I am reaching out to ask for clarification on the excel spreadsheet that was published. It calls for service every 4 weeks which equals 13 stops per year. The spreadsheet has a 12 listed. This would cause us to not get paid for one whole service. Thank you for bringing this to my attention. You are correct. Please see Excel Sheet Q0035-V5.xls, attached. Changed any service that is labelled every 4 weeks from a quantity of 12 to a quantity of 13. Changed quantities for CLINS/SLINS 0 X004AA, X004AB, X005AJ for errors. Changed quantity for X004AA and X004AB from 12 to 52 as they are weekly services Changed quantity for X005AJ from 52 to 13, as they are performed every 4 weeks and not weekly. Please see Price-Cost Schedule_Q0035-V5.xls file, attached. The deadline for your response is hereby changed to 1/10/23, submissions shall be received not later than 13:30 EST (1:30PM EST) via email to Joshua.Kovar@VA.gov. (Please see note below regarding email attachment limitations.) Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
