THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT� INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.� Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn:� Leslie Karsten) for receipt by close of business (2 p.m. local Denver time) on January 13, 2023:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $700,000, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the UT FLAP 2016(1) Lion Boulevard project in which you performed embankment construction, roadway aggregate placement, asphalt concrete paving, construction of concrete curb and gutter, construction of concrete sidewalk, installation of PVC Conduit, and temporary traffic control. �DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT NUMBER:� UT FLAP 2016(1) PROJECT NAME: �Lion Boulevard PROJECT DESCRIPTION:� The UT FLAP 2016(1), Lion Boulevard project is in the Town of Springdale in southwestern Utah near Zion National Park. There is an increasing number of visitors to Zion National Park and, currently, visitors are parking along the road on the unpaved shoulders in undesignated spots. This project widens Lion Boulevard to provide additional parallel on-street parking, as well as curb and gutter and sidewalk. The addition of designated parking spaces and sidewalk will provide safe pedestrian access to the Zion Shuttle System, which provides free transit into Zion National Park. SCOPE OF THE WORK:� �This project length is approximately 0.30 miles and includes widening Lion Boulevard to the south to provide additional parallel on-street parking, as well as curb and gutter and sidewalk (with ADA ramps), in an urban setting. Other work includes permanent striping, installation of conduit and pull boxes for future utility use, and fence work. PRINCIPAL WORK ITEMS: 20401-0000 Roadway Excavation: 400 CUYD 30202-2000 Roadway Aggregate, Method 2: 550 TON 40301-0100 Asphalt Concrete Pavement, Type 1: 150 TON 60902-1200 Curb and Gutter, Concrete, 14-Inch Depth (1� Gutter Pan) (Colored): 450 LNFT 60902-1200 Curb and Gutter, Concrete, 14-Inch Depth (2� Gutter Pan) (Colored): 950 LNFT 60906-1000 Gutter, Concrete (Colored): 55 SQYD 61501-0100 Sidewalk, Concrete (Colored): 800 SQYD 63501-0000 Temporary Traffic Control: LPSM 63610-1600 Conduit, 2-Inch PVC: 4,400 LNFT 63610-2800 Conduit, 4-Inch PVC: 1,000 LNFT ANTICIPATED SCHEDULE:� Advertisement: February 2023 Contract Award: May 2023 Notice to Proceed: May 2023 Construction Complete: August 2023 On-site construction work to begin after Memorial Day with the goal of being completed before Labor Day (these two holidays are the busiest times of the year for Zion National Park). ESTIMATED COST RANGE: The estimated price range of the project work is between $250k - $700k. MISCELLANEOUS: Restore two lanes of travel and one lane of parking on holidays. Night and/or weekend work will require prior approval by the CO and Town of Springdale. Maintain vehicle and pedestrian access through the project and to all accesses within project limits. Utility relocates anticipated during construction by the utility owner will require coordination. Remove and reset private fence within Town of Springdale right-of-way.
