- This is a pre-solicitation notice. This is not a Request for Proposal (RFP). Notice to Offerors: Funds are not currently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The 2d Contracting Squadron at Barksdale AFB, Bossier City LA will be soliciting for an Airfield Paving Indefinite Delivery Indefinite Quantity (IDIQ) contract. During the contract period, Base Civil Engineers will identify construction tasks and the Contracting Officer will negotiate and issue task orders. The required work to be expected under this contract are asphalt milling and overlays, runway rubber removal, airfield slab replacements, airfield markings, airfield joint sealing, airfield spall repair, and other related airfield pavement work. The IDIQ will have a minimum value of $2,000.00 and Not-to-Exceed value of $25,000,000.00 over a five (5) year period, one (1) year base plus four (4) one (1) year options. The applicable NAICS Code for this acquisition is 237310 and the Size Standard is $39,500,000.00. Special Requirement/Concerns: This contract will be a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) type for construction efforts. The period of performance will be one (1) base-year followed by four (4) one-year option periods. The requirement is a competitive 100% total small business set-aside. In order to be eligible for a contract award, offerors must be registered in System for Award Management (SAM). Registration can be accomplished via the SAM website at https://sam.gov. A site visit will be held for this project. This information will be located in Block 10 of the RFP. The RFP will be posted on or around 4 January 2023, the RFP will close 44 calendar days after the RFP is released. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Recent and Relevant Past Performance will be based on previous Airfield work. The Government reserves the right to award a contract to other than the lowest priced offeror. Evaluation factors will be set forth in Sections L & M of the solicitation.
