N0016423SNB23 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � LASER RANGE FINDER � FSC 1240 - NAICS 333310 Issued Date: DEC 20 2022 - Closing Date: JAN 30 2023 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey. �Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry pertaining to market capabilities in support of a Laser Range Finder (LRF) to support investigation of use with Electro Optic Sight System (EOSS) in support of NAVSEA and IWS 3C. Attached to this RFI is a specification which has a distribution statement of D.� Only those registered in the Joint Certifications Program will be allowed to view the document. SUBMISSIONS Interested parties shall respond to this RFI with a white paper. White papers should be in in Microsoft Word for Office 2016 compatible format. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information. Submission format below To aid the Government, please state if you are not responding to a section in the white paper. White Paper Section 1 Contractor Information Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: Point of Contact name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail. Recommended contracting strategy. Business type White Paper Section 2 Performance Specification review Section 2 of the white paper shall address the following points concerning the provided Performance Specification titled (CUI) PERFORMANCE SPECIFICATION FOR MK20 MOD 1 ELRF PROTOTYPE 11082022.docx. Which thresholds are out of reach, and why? Which objectives are easily attainable? Which thresholds, if turned into objectives, would significantly reduce cost? Which items, if eliminated, would significantly increase your ability to meet fielding date? If not responding to this section, please state this in the white paper. White Paper Section 3 System Availability Section 3 of the white paper shall address the following points concerning system availability Can your company produce a system that meets all of the requirements of the provided performance specification by the fielding date? If yes, please provide a course plan of how this would be done. If no, please provide information on what your company could produce by the fielding date. If not responding to this section, please state this in the white paper. White Paper Section 4 Obsolescence Plan Section 4 of the white paper shall address the following points concerning your obsolescence planning: Provide information on obsolescence planning including methodology, time periods, success stories, etc. If not responding to this section, please state this in the white paper. White Paper Section 5 General Questions Section 5 of the white paper shall address the following points concerning contracting: What type of warranties do you usually offer at no additional cost to the Government? What are your standard delivery terms, FOB destination, FOB origin? What type of standard packaging do you use? What types of technical data are provided as standard commercial practice? If not responding to this section, please state this in the white paper. White Paper Section 6 Environmental Questions Section 6 of the white paper shall address the following points concerning environmental limits of the laser module: Operational high temperature limit Operational low temperature limit Storage high temperature limit Storage low temperature limit Temperature shock ability Operational humidity limits Storage humidity limits Operational vibration limits Transportation low pressure limits Transportation vibration limits Operational shock limits Non-operational shock limits Transportation shock limits Electromagnetic environment limits DC magnetic field limits If not responding to this section, please state this in the white paper. White papers may be submitted any time prior to expiration of this announcement. Responses shall be submitted via e-mail only to M.J. Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
