Description
NASA Glenn Research Center (GRC) has a requirement for planning, laboratory design consolation and review support prior to testing as well as ground-based testing for a NASA-fabricated sensor. The requirement also requires support for Mission Criticality Review (MCR) and pre-environmental review (PER). NASA Glenn Research Center (GRC) intends to issue a sole source contract to acquire the services from the University of Michigan. The University of Michigan�s Dr. Nilton Renno previously partnered with NASA GRC to develop the SALT sensor for the MAHRS project (2013-2016). The PIE sensor shares some of the legacy software and hardware concepts as the SALT sensor, thus the expertise gained from Dr. Nilton Renno and students under his supervision will be uniquely beneficial during the development and testing of the PIE sensor. Because of the University of Michigan�s experience with legacy technology, experience and access to a rare and complicated testing facility and experience in the background and modeling necessary to technical development, NASA GRC believes it is in the best interest for the government to pursue a sole-source acquisition for ground-based testing, calibration, functional testing, and design revisions from the University of Michigan. The authority permitting sole source is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Tyler Braden at tyler.r.braden@nasa.gov not later than 12:00 pm EDT on January 6, 2022.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
