- Description
- The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), intends to issue a request for proposal (RFP) for the production of the M829A4 Cartridges, 120mm, Armor Piercing, Fin Stabilized, Discarding Sabot with Tracer (APFSDS-T), utilizing Other than Full and Open Competition (F&OC) procedures. Competition for the prime contractor, primer, projectiles, combustible cartridge case, and Load, Assemble and Packing (LAP) will be limited to sources within the U.S., its outlying areas or Canada. The 120mm M829A4 is the most effective anti-armor kinetic energy cartridge round fired from the M256 120mm smoothbore cannon mounted on the Abrams Main Battle Tank. The cartridge incorporates advancements in propulsion, using a temperature insensitive propellant, novel penetrator design, and an advanced composite sabot. The projectile system consists of a Depleted Uranium Penetrator mated to a drag reducing windshield and flight stabilizing multi-bladed fin, all secured for launch with a composite sabot. Specifications: The M829A4 Cartridge will be built in accordance with a Technical Data Package (TDP) / Detail Specification (DTL). The TDP/ DTL will not be provided. �Planned Acquisition: The solicitation will be issued utilizing other than F&OC pursuant to the authority of Title 10 United States Code (U.S.C.) Section 3204(a)(3)(A), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. The Government intends to award a single five-year, Indefinite Delivery / Indefinite Quantity (IDIQ) production contract, with Firm Fixed Priced (FFP) delivery orders. The contract will consist of five 12-month ordering periods for Fiscal Years (FYs) 24-29. Ordering Period 1: 12 months from the date of award Ordering Period 2: 12 months from the end of Ordering Period 1 Ordering Period 3: 12 months from the end of Ordering Period 2 Ordering Period 4: 12 months from the end of Ordering Period 3 Ordering Period 5: 12 months from the end of Ordering Period 4 Please note this notice does not constitute an RFP and is not to be construed as a commitment by the U.S. Government.� Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This is a presolicitation notice and the Government anticipates that a formal solicitation will be issued on or about 18 January 2023.
