- The United States Patent and Trademark Office (USPTO) intends to award a sole source, firm fixed price requirements IDIQ contract or FAR 13 BPA to IDEMIA AMERICA CORP, 523 James Hance Ct., Exton, PA 19341-2560. The Period of Performance is anticipated to be from January 1, 2023 � December 31, 2027. The purpose of this requirement is as a follow-on to the existing contract which includes procuring additional IDEMIA HSPD-12 compliant PIV cards and to continue the necessary support services for USPTO's current Card Management System which utilizes IDEMIA cards. Per FAR 13.501, and in accordance with FAR 6.302-1, competition may be restricted when �only one responsible source or no other supplies or services will satisfy agency requirements.�. IDEMIA National Security Solutions, LLC is the only vendor capable of providing the ongoing comprehensive solution required by the agency. The USPTO currently uses the PIV compliant IDEMIA ID card management process in our current Card Management System (CMS). The CMS is used to electronically encode the Public Key Infrastructure (PKI) certificates associated with the card and then manage the issuance and printing of PIV compliant cards. The Key Ceremony involves highly secured data for credential type, credential personalization, and credential delivery. Proprietary processes are the norm in all vendor's CMS'. The unique IDEMA Key Ceremony for generating the PKI certificate cannot be modified to accept another vendor's card into the CMS. Therefore, only the cards provided by IDEMIA meets the USPTO requirement of being able to function with the USPTO's current Card Management System. As a result, any change to this IDEMIA PIV infrastructure would create significant risks to the security of USPTO and impact the ability to provide agency employees and contractors with necessary secure access to fulfill the agency�s mission. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated, A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Responses are due by December 14th, 2022, 1:00 p.m. (EST).
