This is not a Request for Proposal (RFP) or Request for Quote (RFQ). This Notice in no way binds the Government to solicit or award a contract. The Drug Enforcement Administration (DEA) is conducting market research, and encouraging all responsive businesses (including all small businesses) to respond to this notice. The information requested herein will be used within the DEA to facilitate the decision making process in acquisition planning, and will not be disclosed outside the agency. The DEA will not be responsible for any cost incurred by interested parties in responding to this notice and all costs associated with responding will be solely at the interested party's expense. Unsolicited proposals or offers of any kind will not be considered in response to this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to the notice will not be returned. At this time, questions concerning the composition and requirements of any future solicitation regarding the requirement referenced herein will not be accepted or addressed by the Government. The DEA�s Office of Forensic Sciences seeks information related to technology capable of performing automated analyses of tool marks on tablets. DEA seeks vendors in the marketplace capable of providing automated, three-dimensional surface mapping technology for tablets. The analysis would include measurement of gross physical features (diameter, thickness, and shape), identification of individual characteristics (tool marks from punches (including logo and score mark, beveling) and accidental marks) and comparison of the collective data to facilitate common source determinations. REQUIREMENTS All products shall be the most current and up-to-date model/revision(s) available at the time of delivery. Anticipated maximum quantities to be purchased will be based on evaluation results and agency need. Responses must indicate if vendors can meet one, some, or all of the requirements listed: Acquire three-dimensional topographical map and measurements of tablet surfaces Automate sample handling and image capture analysis Stores images and map files in searchable database to facilitate comparisons Provide a match quality score from the search algorithm Provide performance specifications including accuracy, precision, and resolution Interface with other databases. Include additional specifications and considerations, if known: Physical size of instrument and supporting equipment (if any) to include foot print and height Provide the maintenance and software/hardware updates generally needed and their frequency Any consumables required for routine operation RESPONSES In accordance with FAR 5.207, vendors that can illustrate it can meet the Government's requirements as stated in the specifications documentation (See below) shall include the relative information in a capability statement and submit to the DEA for consideration. Interested vendors who believe it possesses the necessary capabilities to meet the referenced requirements above should submit a technical description of their products/capabilities. Interested vendors� capability statement responses shall include, but not limited to: technical capability of the product(s), and vendors� may (i.e., not required) also include relevant past performance. Interested vendors shall also provide the Government the following information: Point of Contact Address Telephone Email Address Unique Entity Identification (UEI) Number Tax ID Number Cage Code NAICS code Business Size Category (large, small, small disadvantaged, etc.) If applicable: GSA Federal Supply Schedule, SIN number and GSA contract number. Brief summary between one and five (5) pages of the company�s capabilities, personnel, and related radio producing/manufacturing experience. If applicable: Information regarding previous work similar to this requirement, including work done for other government agencies (include names of the government agencies). Respondents are advised that the Government is under no obligation to acknowledge receipt of the information submitted. Respondents will not individually be notified of the results of the Government assessments and should not anticipate feedback with regard to its submission. The Government reserves the right to determine the method of acquisition and issuance of a possible solicitation based on the responses received for this notice. The Government's evaluation of the responses received will factor into the Government's determination whether any forthcoming solicitation will be conducted as unrestricted or sole source procurement. Responses to this RFI will not be considered adequate responses in any resulting solicitation. Interested sources shall provide responses via email in softcopy form (electronically) in Microsoft Word compatible format on or before 10:00 AM ET (Eastern Time) 03 January, 2023 to robert.j.radke@dea.gov.� Fax submissions will not be accepted. Responses received after this date and time may not be considered in the Government's market research.�
