THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers (USACE), Baltimore District requests letters of interest from�qualified SMALL BUSINESS CONSTRUCTION CONTRACTORS interested in performing dam gate and hoist replacement and disposal work. The jobsite is located at the Foster Joseph Sayers Dam, on the Bald Eagle Creek, West Branch Susquehanna River Basin, Howard Township, Centre County, Pennsylvania. This Sources Sought Notice will contribute to the USACE Baltimore District determination of the extent small businesses, are interested, qualified, and capable of performing the work. This Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the Government to contract for any supply or service. Further, the USACE Baltimore District will not accept unsolicited proposals. In accordance with FAR 15.201(e), responses to this Notice are not offers and cannot be accepted by the U.S Government to form a binding contract. Respondents are advised that all costs associated with responding to this Notice will be solely at the responding party's expense; the Government will not pay for information or responses. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Please be advised that all submissions become Government property and will not be returned or shared. Not responding to this Notice does not preclude participation in any future solicitation, if�any is issued. Responses to this Notice will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside decision to be issued will in part depend upon the level of interest and capabilities demonstrated in the responses to this Notice. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice and future solicitation. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB) intends to issue an invitation to bid for the award of a firm fixed price construction contract to replace the emergency gate and hoist at Foster Joseph Sayer Dam and provide disposal services. Architect and engineer services and design work beyond shop drawings are not required. � The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this Notice; however, SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB, and WOSB are highly encouraged to participate. The work is not anticipated to reach the cost level requiring disclosure of magnitude in accordance with DFAR 236.204 � Disclosure of the Magnitude of Construction Projects. The North American Industry Classification System (NAICS) code for this procurement is 237990 � �Other Heavy and Civil Engineering Construction�, which has a small business size standard of $39,500,000. The Product Service Code (PSC) is Z2KA Repair or Alteration of Dams. Responders shall address ALL of the following in their submittal: Firm�s name, address, point of contact, phone number, e-mail address, CAGE code, and UEI number. Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered in the past or intends to register. In consideration of NAICS code 237990, with a small business size standard in dollars of $39.5M, indicate which of the following small business categories your business is classified under: Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (If yes, explain). Capability Statements shall provide information on construction projects with similar scopes of work* and magnitude of construction within the past ten (10) years. Provide the following information for two (2) projects: A brief description of the projects Customer Name Timeliness of performance Customer satisfaction List of equipment used Dollar value of the project *Projects with similar scopes of work will demonstrate: Experience with steel fabrication, welding, and lifting plans. No design work is required for this project. Ability to develop and deliver shop drawings. Ability to produce metals to accurate dimensions with fine tolerances. SUBMISSION INSTRUCTIONS: *** THIS NOTICE IS NOT A REQUEST FOR PROPOSAL, QUOTE OR BID *** Narratives shall be no longer than ten (10) pages and shall include all of the information requested above. Comments will be shared with the Government project delivery team, but otherwise will be held in strict confidence. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice NLT 5:00 p.m. Eastern Standard Time (EST) on 23 December 2022. All responses under this Sources Sought Notice shall be submitted by e-mail only to Ms. Erica Stiner, Contract Specialist, at erica.j.stiner@usace.army.mil; please reference the Sources Sought Notice number PANNAD-22-P-0000-000198. No feedback or evaluations will be provided to companies regarding their submissions.
