- Page 2 of 3 Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs, Northport VA Medical Center. The VA Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Water Quality Management Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210. Statement of Need: The VA New York Harbor Healthcare System has a requirement for HVAC System Water Treatment Chemicals, Operation, Maintenance, Monitoring, and Reporting. The Northport VA Medical Center (VAMC, or the Site) facilities include a Boiler Plant and several separate condenser water loops located in different Site buildings. VAMC intends to contract with one firm to perform needed equipment and instrument replacements, provide treatment chemicals, monitor the performance of the treatment systems, and report on operation, maintenance, and performance of the chemical treatment systems. The intent is for one service provider to be responsible for operation of the water treatment systems in compliance with federal, state, and local regulations, VA Directives, and standard industry practices. This work will include technical evaluation and monitoring of the water chemistries of the various water loops. Northport VA Medical Center 79 Middleville Rd, Northport, NY 11768. The Contractor shall provide designated utility water treatment systems including all equipment, labor, management, supervision, tools, materials, parts, and other incidentals necessary to ensure that the water continuously meets specified quality standards. Conduct testing of treated water, adjust chemical dosages, calibrate equipment, and render all other services necessary to ensure proper function of cooling tower and boiler water treatment systems and appropriate water quality control. The contractor shall submit monthly reports that indicate the current condition of the systems, provide a summary of analytical test results, and make recommendations to correct any conditions found to be unacceptable. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- Synopsis of Proposed Contract Actions in preparation for release of the Request for Quote (RFQ) at a later date. Description: The RFQ is planned to be issued in December 2022. Page 3 of 3 If your organization has the potential capacity to perform these contract services, please provide the following identifying information: 1) Organization name, DUNS number, address, email address, Web site address, telephone number, and socioeconomic status of the organization (i.e. WOSB, VOSB)*; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. * Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) must be independently verified at https://www.vip.vetbiz.gov. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
