- Special Notice: Oxford EDS Service Support This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2�Synopsis of Proposed Contract Actions. The Library of Congress (LC), Contracts and Grants Directorate, intends to award a sole-source firm fixed price contract to Oxford Instruments America, Inc., 300 Baker Avenue, Suite 150 Concord, Massachusetts 01742-2121. The work to be performed under the contract will be performed at the Library of Congress, Washington, D.C.� The period of performance shall run for 2 months, with the possibility of four additional 12-month option periods. The Library will contract with Oxford Instruments America, Inc., an entity that developed and services their proprietary equipment. The contractor shall provide an on-site comprehensive maintenance agreement for the Aztec mics/x-stream2//SEM X-Max 80, serial number 36845//36845 (the Oxford Aztec X-ray microanalysis accessory, EDS) and its companion operating software. An updated control computer and associated software upgrade to the most current control and analysis software packages and hardware, including on site installation and training should be included in the base year of this contract. Only Oxford certified engineers are authorized to perform the services. The following attachments are included in this notice: Attachment 1: Statement of Work Attachment 2: Sole Source Justification (Redacted for Public Release) This is not a request for quotes or proposals. This announcement constitutes the only notice, quotations are not being requested and a written solicitation will not be issued.� However, the Library will consider expressions of interest received by December 21, 2022. A determination not to compete this proposed contract based upon the responses to this notice, if any, is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Responses to this notice must demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
