Number MCA-N/ETP/CB/003 Type of Procurement Works Employer Millennium Challenge Account Nepal (MCA-Nepal) Publication Date 28 November 2022 Submission Deadline 27 March 2023 The Government of Nepal, acting through the Ministry of Finance (the �Government�), and the United States of America, acting through the Millennium Challenge Corporation (�MCC�), entered into a Millennium Challenge Compact on September 14, 2017, providing for a grant of up to Five Hundred Million United States Dollars (US$500,000,000) to advance economic growth and reduce poverty in Nepal (the �Compact�), to which the Government will contribute up to Hundred and Thirty Million United States Dollars (US$130,000,000) and intends to apply part of the funding toward payments under the contract to be awarded for �Procurement of Plant Design, Supply, Delivery, Installation, Testing and Commissioning of Lot 1: Lapsiphedi-Ratmate-New Hetauda 400kV D/C Transmission Line, Lot 2: Ratmate-New Damauli 400kV D/C Transmission Line, Lot 3: New Damauli-New Butwal 400kV D/C Transmission Line (Base) And New Butwal -Nepal/India Border 400kV D/C Transmission Line (Option)�. MCC�s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity, and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the USA Treasury. The Nepal Compact�s �Entry into Force� (EIF) is expected in August 2023 and the Contract resulting from this procurement shall be awarded only after EIF. MCA-Nepal now invites sealed bids from all interested eligible bidders for Design, Supply, Delivery, Installation, Testing and Commissioning of Transmission Line. The Works Consists of: Lot 1: Lapsiphedi-Ratmate-New Hetauda 400kV D/C Transmission Line, Lot 2: Ratmate-New Damauli 400kV D/C Transmission Line, and Lot 3: New Damauli-New Butwal 400kV D/C Transmission Line (Base) and New Butwal -Nepal/India Border 400kV D/C Transmission Line (Option) Bidding will be conducted through the Quality and Price Based Selection (QPBS) procedures as specified in the MCC Program Procurement Guidelines (PPG), and is open to all eligible bidders or consultants as defined in the PPG. A complete set of bidding documents may be obtained by interested eligible bidders upon the submission of a written application at the following email address MCANepalPA@dt-global.com with cc to MCANepalPA@mcanp.org. Bids shall be submitted to the address below on or before 13:00 hours (local time of Nepal (GMT+5:45)) on 27 March 2023. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders� designated representatives and anyone who chooses to attend at the address below on 27 March 2023 at 13:00 hours (local time of Nepal (GMT+5:45)). All bids shall be accompanied by a Bid Security in the amount of US$700,000 for Lot 1, US$550,000 for Lot 2 and US$675,000 for Lot 3 and if issued by a bank located outside of Nepal, must be confirmed (counter bank guarantee to be issued) by a correspondent financial institution located in Nepal and shall be valid until 20 December 2023.
