Description
The United States Army Contracting Command � Rock Island (ACC-RI) on behalf of the Project Manager, Maneuver Ammunition Systems (PM-MAS) intends to issue a Request for Proposal (RFP) W519TC-23-R-0046 for the recapitalization (recap)/maintenance of approximately 19,000 each unserviceable 120mm M830A1 Cartridges. The 120mm M830A1 is a high explosive antitank, multipurpose, tactical service round with a tracer. The 120mm M830A1 is used in the 120mm, M256 smooth bore tank cannon and is a fin-stabilized round with a discarding sabot. The primary focus of the maintenance program is to disassemble the cartridge, replace the combustible cartridge case and the case base and use epoxy adhesive to bond the new cartridge case to the case adapter.�� There will also be a requirement to trim and channel the projectile obturators at the projectile sub-assembly level after cartridge tear down.� The maintenance will include purchase of new combustible cases and case bases, propellant inspection for stability and moisture content, remarking with an additional suffix, as well as the addition of a solar cover to the pallet. The contractor will be required to receive, store and process approximately 1,000 pallets of ammunition. Net Explosive Weight and Hazard Class for an M830A1 Cartridge are 8.102 kg/17.86 lb and 1.2.1.E. �The M830A1 Cartridge will be refurbished to meet the requirements of the MIL-C-70983A. The USG is restricting competition for this effort to the United States, its outlying areas, or Canada, under the authority of 10 U.S.C. 2304(c)(3), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, industrial mobilization; engineering, developmental, or research capability; or expert services. The USG anticipates issuing a formal solicitation on or about December 15, 2022.� Certified cost and pricing data may be required.� The solicitation will result in a single award of one (1) indefinite delivery indefinite quantity firm fixed-price contract.� It is anticipated that award will be made in or before August 2023.� The solicitation will consist of a guaranteed minimum quantity in Fiscal Year 2023 (FY23) with five (5) evaluated ordering periods. �Estimated total guaranteed minimum award quantity is as follows: Guaranteed Minimum Quantity Award (FY23): M830A1 Recap � National Stock Number (NSN) 1315-01-333-0534:� 19,000 each. The associated North American Industry Classification System (NAICS) Code is 332993. It is anticipated that First Article Acceptance Test (FAAT) will not be required. This requirement involves TDP marked Distribution D (Distribution Authorized to the Department of Defense and U.S. DoD Contractors Only).� The TDP is Export Controlled.� Interested parties will be required to submit a certified DD2345 in accordance with DoD Directive 5230.25 and a Non-Disclosure Agreement to obtain access to the TDP.� Instructions for completing the DD2345 can be found at https://www.dla.mil/Logistics-Operations/Services/JCP/DD2345Instructions/. �The TDP will be available upon issuance of the solicitation to interested parties that meet the aforementioned certification. This solicitation and any amendments will be issued electronically via SAM.gov in accordance with FAR 4.5 and 5.102, therefore, hardcopies will not be provided. NOTE: As this solicitation and any amendments thereto will be issued electronically, vendors are advised to periodically access the above address in order to obtain any amendments that may be issued. �Failure to obtain any said amendments and to respond to them prior to the closing date and time set for closing of the Request for Proposal (RFP) may render your proposal nonresponsive and result in the rejection of your proposal. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
