- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Insight Photonic Solutions Inc of Lafayette, CO, for the purchase of one (1) ultra-fast akinetic swept laser to be utilized by NIST�s Thermodynamic Metrology group. The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). *****Sole source determination is based on the need to acquire one (1) ultra-fast akinetic swept laser. The ultra-fast akinetic swept laser offered by Insight Photonic Solutions Inc is the only ultra-fast akinetic swept laser that can meet all requirements to include the following unique requirements. The laser must have an ultra-fast and tunable swept rate. The laser must be able to automatically and reproducibly sweep over a wide wavelength range (from 1525 nm to 1605 nm, or more) to locate and characterize spectral features of on-chip nanophotonic devices produced with wide fabrication tolerances. In addition, the laser shall have the calibrated and tunable swept rate from 10kHz (or less) to 100kHz (or more). The laser sweeps must be linearity and repeatable. The laser must have high output power to supply a probe to interrogate devices with low overall coupling efficiency. The optical power output shall be programmable from flat to Gaussian optical power profile, and also be able to provide user-defined optical output power profile.� The laser must provide a fiber-coupled output with at 20 mW of power over the entire range at a constant power mode. All necessary controllers must be provided with the system. To deliver on Air Force and NIST-on-a-Chip funded Photonic Thermometry project�s FY2023 milestone, Thermodynamic Metrology Group must design and build advanced interrogation system that will allow ultra-fast probing spectrally narrow resonances of nanophotonic sensor by rapidly scanning laser frequency over a wide spectral range simultaneously covering multiple optical modes of the sensor. To build such interrogation system a very unique laser is required. In particular, the laser shall be able to scan over at least 80nm range with a tunable speed up from 10kHz up to 100kHz, with very high linearity, and reproducibility. Not meeting the minimum specifications would prohibit NIST to make obligated delivery to Air Force and NOAC program. In particular, a laser with relaxed parameters such as slower that 10kHz sweep rate will not allow to build efficient and accurate readout system for nanophotonic sensors. Insight Photonic Solutions Inc is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
