- Small Business Set-Aside Sources Sought The St. Cloud VA Healthcare System requires Ground Source Chiller Repair Services in accordance with the Statement of Work (SOW), see below. This is a sources sought/proof of capability solicitation looking for Small Business vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your information with a description of proof of capability to: joseph.bloomer@va.gov by December 12th, 2022 at 5:00pm CST. *If applicable, FAR Provision 52.219-14 Limitations on Subcontracting, will apply to the potential solicitation if set-aside for Small-Businesses.* Statement of Work Ground Source Chiller Repair The ClimaCool chiller has a leak in the coaxial coil. This chiller and related building environmental equipment is used year-round to control room temperatures. Repair of the Chiller needs to be as soon as possible weather permitting. Contractor is responsible to provide all the transportation, labor, tools, parts, and equipment for repairing the Chiller located at the St. Cloud VA, 4801 Veterans Drive, Building 115, St. Cloud, MN 56303. Contractor will remove and replace customer supplied COAX Coil in the B115 water to water heat pump system. Make: ClimaCool Corp. Model: UCH030AFASAWB05 The Climicool part is the Coaxial heat exchange coil part # 62B0056N05 NOTE: St. Cloud VA will supply COAXIAL coil The estimated parts for this repair are listed below. 2 1/8 tubing 10 7/8 tubing 10 2 1/8 copper elbow 90 deg 2 2 1/8 copper elbow 45 2 2 1/8 copper coupling 2 1/2 CPR SW to 12FPT coupling 1 7/8 copper coupling 8 7/8 copper elbow 90 deg 4 7/8 LT copper elbow 90 deg 4 5/8 copper coupling 4 Armaflex glue 1 1 1/8 Armaflex 12 Refrigerant (25 lbs. jug) 2 Refrigerant drier 2 misc. Brazing materials 1 The building environmental systems must be allowed to continue operation while chiller deficiencies/repair work is being completed. All repairs will be completed when the projected temperatures are below 50 degrees Fahrenheit, or the contractor must provide another source (temporary chiller) to maintain the building operation. The chiller must be put back into service before average ambient temperatures rise above 50 degrees Fahrenheit outside air temperature. All work will be done to manufacturer recommendations. Proper removal and addition of water and refrigerant. All OSHA safety, lock out and Environmental Protection Agency (EPA) regulations/ policies shall be followed during this repair. Mechanics will have to present an OSHA 10 or OSHA 30 card prior to performing any services. Services shall be performed during normal business hours Monday through Friday 8:00 am to 4:30 pm, excluding Federal Holidays, unless otherwise authorized by the VA POC. Due to limited storage on the VA campus, Contractor is responsible for logistics associated with all supply requirements associated with this contract. Contractor s equipment supplies and tools will be brought to and from the work site daily, no overnight storage on-site. Contractor will remove all packing material and debris for proper disposal off-site following environmental guidelines. Upon completion of contract, contractor shall demonstrate, test, and verify a proper and fully operational chiller system with VA POC. St. Cloud VA Contractor badge shall be worn by all Contractor employees while working on VA premises. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus. Contractor shall adhere to the VHA tobacco-free campus policy.
