Description
To All Prospective Offerors: The United States Agency for International Development, through its Mission in the Philippines (USAID/Philippines) seeks proposals from qualified organizations interested in providing technical services for the activity as described in Section C of the attached solicitation. The applicable geographic code for this procurement is 937. The North American Industry Classification System (NAICS) code is 541611. USAID/Philippines anticipates awarding cost-plus-fixed fee (CPFF) completion type contract as a result of this solicitation. The estimated� period of performance is three (3) years, with one option year, subject to the availability of funds and satisfactory performance. The total estimated cost of the entire award is at a maximum of $24.9 million. Offerors must propose realistic and reasonable costs for the work described in their proposal. USAID encourages the most efficient and effective approach for achieving the expected results. This procurement will be conducted under a full-and-open competition procedure for which the Federal Acquisition Regulation (FAR) Part 15 procedures for contracting by negotiation will apply. USAID Philippines encourages the participation, to the maximum extent possible, of small business concerns, either as prime contractor or as a subcontractor. USAID Philippines also encourages proposals that include partnerships of teams - prime contractor or subcontractor - with international or local partners. Offerors must submit all questions and requests for clarification concerning this solicitation electronically by the due date and time indicated above to manila-roaa-rfp@usaid.gov (copy furnish inarag@usaid,gov) with subject line�Questions on PIMMELA RFP submitted by (name of organization)� by deadline for questions indicated at the top of this page� . If USAID receives substantive questions that affect the solicitation or necessitates changes to the closing date, time, or other aspects of the RFP, USAID will amend this solicitation. The RFP amendments will be issued and posted on Federal Business Opportunities, the Government-wide point of entry (GPE), located at https://www.sam.gov/. Offerors are strongly encouraged to check the SAM.gov website specifically USAID contract opportunity no periodically as acknowledgement of any such amendments is required to accompany the offeror�s proposal. When submitting questions and requests for clarification regarding this RFP, please state the specific RFP page and section. It remains the offeror�s responsibility to ensure that it has downloaded and received the RFP in its entirety, including subsequent solicitation amendments, if any. USAID/Philippines bears no responsibility for data errors resulting from download, transmission, or conversion processes. Furthermore, offerors are�advised to read the solicitation carefully. Block 12 of Standard Form (SF)-33 of this RFP requires that offers remain valid for 180 calendar days from the closing date. Offerors are also instructed to pay careful attention to RFP Section K � �Representations, Certifications and Other Statements of Offerors.� Offerors must comply with FAR 52.204-7, the System for Award Management (SAM), by registering and completing the annual representations and certifications electronically at https://www.sam.gov/portal/public/SAM/. No award may be made to an offeror who is not registered and active in SAM. USAID is not obligated to award a contract by the issuance of this solicitation. Neither is USAID committed to pay for any costs incurred by offerors in the preparation and submission of a technical proposal or in participation in oral presentation.
