Description
Intent to Sole Source to BearCom to continue as a sole source contractor for Preventive maintenance (PM) and testing for all radio system fixed-network infrastructure equipment (FNE) at University Drive, Heinz Campus, and Highland Drive. A thorough PM check and alignment (and subsequent repairs to be covered under a separate Contract) are expected to restore and improve the operation of the current system while long term solutions are being developed. Completion of this work is critical to both improve radio system reliability and facilitate the removal of VAPHS Highland Drive Campus as a relay point for radio communications between University Drive and Heinz Campuses. Equipment Description Communications network: Determine whether 7RTNA-type leased lines connecting the various sites and equipment have been replaced by a multiplex (mux) system operating over a leased network. If so, verify input and output levels required by the mux system as they may be different than the levels required by the original leased lines. University Drive subsystems: Quantar receivers and transmitters in the elevator equipment room including the receiver multi-coupler and transmitter combiner systems, the 90/10 power splitter, antennas, and transmission lines AstroTac and DigiTac receiver voting systems in the elevator equipment room Quantar receivers in the PBX room BC101, including the receiver multi-coupler system, and the antenna system and transmission line above the ceiling in the hall outside of the PBX room Interior transmit antenna systems, T-splitter, antennas, and transmission lines in the ceiling above the men s locker room door and above the ceiling at the end of the hall near x-ray. Heinz Campus subsystems: The Quantar receivers and the receiver multi-coupler system, antenna, and the transmission line. Highland Drive subsystems: The Quantar receivers and transmitters on the roof and in the equipment room including the receiver multi-coupler and transmitter combiner systems, antennas, and transmission lines Description of Work Provide all labor, equipment and materials necessary to inspect, test and perform Preventive Maintenance (PM) on radio system fixed-network infrastructure equipment at VAPHS in accordance with detailed task descriptions below. Detailed Work Requirements Work shall be performed in accordance with the attached VA Pittsburgh Healthcare System (VAPHS) Medical Center Requirements. Contractor shall submit a schedule showing proposed staffing and time requirements to complete the work. Most of the tests are invasive and will require the Contractor to coordinate outages and interruptions with the system users. Contractor shall follow the detailed instructions listed below containing a series of tasks to be performed during the PM work. The contractor shall provide a detailed spreadsheet and a report that includes the results of the tests and each measurement. The report shall include a detailed listing of each repair action required to restore the system to the original manufacturers specifications along with the estimated cost. The PM tasks shall include the following radio frequency (RF) tests and alignment. For all sites, perform sweep testing of all FNE, indoor and outdoor antenna systems including RF pigtails and surge suppressors, transmission lines, and antennas. Sweep testing shall include return loss and distance to fault measurements. For all sites and for each Quantar station, vacuum dust out of the fan air intake vents. For all sites, perform a complete alignment of all Quantar receivers and transmitters including frequency, receiver (chassis) sensitivity, transmitter power output (chassis) and transmitter deviation levels. For all sites and for each radio channel, perform measurements of the receiver sensitivity at the multi-coupler antenna input and at the -30dB test port input with the antenna input terminated in a 50 ohm load. For all sites and for each radio channel, perform receiver noise degradation measurements of the receiver sensitivity at the multi-coupler -30dB test port inputs with the antenna input connected to the receive antenna system. For the University Drive and Highland Drive sites and for each radio channel, perform receiver de-sense measurements of the receiver sensitivity at the multi-coupler -30dB test port inputs with the antenna input connected to the receive antenna system and the VAPHS transmitters keyed as follows: Each of the four transmitters keyed individually All four of the transmitters keyed simultaneously Note: This test is not required for the University Drive receivers located in the PBX room For the University Drive and Highland Drive sites and for each radio channel, perform transmitter power measurements at the input of each combiner port and at the antenna output of the combiner and record the combiner losses. For the University Drive site and for each radio channel, perform transmitter power measurements at the input of the 90/10 power splitter and at each output of the splitter. For the University Drive site, perform transmitter power measurements at the input and the two outputs of the T-splitter and at each indoor antenna. The PM tasks shall include the following audio level tests and alignment. For all sites and for each radio channel, perform a complete alignment of all Quantar receiver and transmitter input and output audio and line levels. For University Drive and for each radio channel, perform a complete alignment of all AstroTac and DigiTac audio and line levels. The contractor shall notify the VAPHS of any failures of the wireline backhaul circuits and adjust the line levels to specifications using the appropriate line test set equipment and termination. Security Requirements Performance of work may result in contact with printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy. Contractors are responsible for protecting data from unauthorized release or from loss, alteration, or unauthorized deletion and following applicable regulations and instructions
