Description
The 338 Enterprise Sourcing Squadron (338 ESS) is seeking information concerning the availability of capable contractors to provide non-personal services for C-130J Aircrew and Maintenance Training in all available block variations (example: block 6.0/8.1/8.1.1/etc.) as required for Foreign Military Sales (FMS). Place of performance is within the Continental United States (CONUS). This Sources Sought Notice/ Request for Information (RFI) is issued and intended for market research and planning purposes only. The information obtained in response to this Sources Sought/RFI will be used to help locate and identify qualified, experienced, and interested potential sources. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this Sources Sought/RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and to be provided at no cost to the Government. For purposes of this Sources Sought/RFI, the North American Industry Classification System (NAICS) Codes is 611512, Flight Training. The small business size standard for NAICS 611512 Flight Training is $30M. Description of Services: Note: The description herein is a summary of anticipated services and is not intended to be all-inclusive. Training is required to support various security assistance and security cooperation customers who require simulator training services for their C-130J aircrew and maintainer flying programs.� All services under this contract shall be Contractor Training, procured by the Air Education and Training Command (AETC) and presented under the auspices of the Air Force Security Assistance Training Squadron (AFSAT).� All instruction and technical information shall be UNCLASSIFIED and conducted in the English language. The requirement is C-130J Pilot, Loadmaster, Maintenance, and Aircrew Instructor training utilizing a combination of academics and simulator training to provide theory of operation and practical experience.� The Contractor must own or possess unrestricted and unencumbered access to training equipment and all courseware, including C-130J Aircraft Full Flight Simulator Level �D� qualified with six degrees of freedom. �Training shall be basic and emergency operations, fault-finding and emergency procedures by position. �Initial training shall be training necessary to initially train a crew member in a basic crew position and flying duties without regard to the unit's operational mission. �Operational training (including Crew Resource Management (CRM) training) shall train an entire crew in crew coordination, communications, decision making, leadership, and management skills through the planned use of full mission simulation. �Aircrew members fly structured air land, over water, or operational mission scenarios in realistic operational environments and must be considered. �CRM is an integral part of simulator refresher training and is not a stand-alone course. �Employment Skills training shall provide training necessary for a specific aircrew position according to the command or units operational mission requirements. �Instructor training shall provide training in the philosophy of instruction, student/instructor relationships, student performance analysis, lesson planning, and practical instruction. The following C-130J courses, at a minimum, shall be included as student training options: Academics and Flight Simulator Training Pilot Initial (Proficiency) and Block Upgrade Training Pilot Employment Skills Training (Tactical) Pilot Instructor Training (Proficiency) Pilot Refresher Training and Emergency Procedures Training Loadmaster Initial Qualification and Block Upgrade Training Loadmaster Employment Skills Training (Tactical) Loadmaster Refresher Training and Emergency Procedures Training Loadmaster Instructor Training (Proficiency) Night Vision Goggle Familiarization Engine Run Initial and Refresher Training Crew Resource Management In conjunction with C-130J aircrew and maintenance simulator training the contractor shall have the capability to provide student support services, upon request.� Student support services shall consist of providing suitable lodging for the students during training and transportation to/from the airport, as well as daily transportation between the training facility and the students' quarters. When required and approved by the contracting Officer Representative (COR), or the Contracting Officer, Contractor shall provide ground transportation to and from a medical and dental facilities in order to care for acute medical appointments which impact student training. A Draft Performance Work Statement (PWS) is attached. Any Contractor company who believes itself capable to provide the aforementioned CONUS C-130J training must submit a capability package in writing. �The capability package must clearly demonstrate the Contractor must own or possess unrestricted and unencumbered access to training equipment and all courseware, including C-130J Aircraft Full Flight Simulator level �D� qualified with six degrees of freedom capable of providing training for Pilot, Loadmaster, Maintenance and Aircrew Instructors. �Courseware materials include ownership or unrestricted and unencumbered access to all manuals, handouts, crew compartment mock-ups and/or training devices. Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date, Business size and any related specifications/drawings. This Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement.� The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers as part of the capability statement.
