Description
This sources sought synopsis is issued solely for information and planning purposes only and does NOT constitute a solicitation. All information received in response to this sources sought synopsis that is marked as proprietary will be handled accordingly. Responses to this synopsis are not offers and cannot be accepted by the Government to form a binding contract. This is not a solicitation announcement. This is a sources sought synopsis only. All information contained in this sources sought synopsis is preliminary, as well as subject to change, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely withing the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential contractors to repair and replace damaged and failing elements of the Chilled Water Storage Tank otherwise known as a Thermal Energy Storage Tank (TES) resulting in significantly reduced efficiency. Contractors shall be responsible for furnishing all personnel, equipment and facilities required to perform the required services. Contractor shall Provide all labor, materials, supplies, tools and equipment, supervision, engineering, and services necessary for the repair and/or replacement of failing elements of the TES Tank. The base portion of the project will include all labor, material, equipment, supervision and engineering to perform the required work on this project including but not limited to replacement of the failing piping diffuser system that will not be susceptible to buoyancy issues, lightning grounding protection system, replacement of the damaged water level control system including support hangers, structural tie-down to existing tank base, and restore the TESTank s thermal integrity both interior and exterior surfaces. The project will require contractor to drain, remove sedimentation off site and dispose and clean the tank including post inspection. The Contractor shall be responsible for obtaining and coordinating the services of all third-party Contractors performing other services on site and other entities as part of the contract to ensure the expected quality, timely delivery, and documented final product. Clean and restore exterior insulation as required. O&M Manuals, As-Built drawings in CAD and PDF, applicable permits, installation, testing, and commissioning are also required. The Contractor shall provide a Risk Assessment and Mitigation Plan, a Quality Control Plan and a Schedule indicating critical path, and milestones. All Work shall meet ASME, ACI, ASTM, ASHRAE.ANSI Standards and https://www.cfm.va.gov/TIL/spec.asp#03 The anticipated period of performance will be 240 days after issue of the notice to proceed The applicable North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air-conditioning contractors, and the small business size standard is $16.5 million. PSC Code is J041, Maintenance, repair, and rebuilding of equipment-refrigeration, air conditioning, and air circulating equipment. Potential contractors must be registered in the System for Award Management (SAM), with the appropriate NAICS Code 238220, to be eligible for an award (See Internet https://sam.gov). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM.
