- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24423Q0144. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-08 effective 28 October 2022, and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at FAR | Acquisition.GOV. This Solicitation is 100% set-aside small business (SB). The NAICS Code is 541620 Environmental Consulting Services and the business size standard is $16.5 million. The Contracting Office is seeking to establish an Indefinite Delivery Indefinite Quantity Contract for Industrial Hygiene services to support the Veterans Healthcare Administration s Philadelphia VAMC. The Contractor shall furnish all necessary labor, materials, sampling, equipment, and supervision to perform the required Industrial Hygiene Services for the VAMC in accordance with the following: the contractual SOW; federal, state, local laws; VA Master Specifications and all clauses and provisions of this solicitation. Service Contract Act Wage Determinations applies to this acquisition and will be incorporated into the resulting contract. A copy of the current Wage Determination is included with this solicitation. The attached schedule covers the period of performance for this contract. The estimated quantities are based on recent history and potential remediation scope of work. The quantities are not guaranteed and due to the unpredictable nature of the workload could vary significantly from the actual purchased quantities. The unit costs entered in the attached table by the quoter shall become the unit costs used during the duration of the contract. Any award resulting from this solicitation will be issued on a Standard Form 1449. The anticipated contract type is Indefinite Delivery Indefinite Quantity. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database IAW FAR 52.212-1(k). Registration may be done online at: https://beta.sam.gov Contractors are advised that all questions concerning this solicitation shall be sent in writing to the Contracting Office at NCO 4. No questions will be answered after 11/30/22 at 10:00 AM EST. Questions shall be sent via email to Nicholas Guzenski at nicholas.guzenski@va.gov. I. Quote Submission Instructions: A. Failure to follow the instructions below may result in elimination from award consideration or a non-responsive determination. 1) Quotes shall be submitted through email only. Multiple emails are allowable if necessary due to document size limitations. 2) All quotes shall include one (1) separate electronic copy of each of the Section listed below. The Sections must be clearly identified as described below (either as the title of the document or on the actual document). 3) No price information shall be included in the technical section. If pricing information is found in the technical section, the quote may be considered non-responsive and not evaluated. B. Section I Administrative/Regulatory. Page limit: None. Please be advised that this Section is not sent for technical evaluation. 1) In accordance with FAR 4.1102 and FAR 52.204-7 (b)(1) offerors must be registered in the System for Award Management (SAM) database at time of quote submission and at time of award. Registration may be done online at: www.acquisition.gov or www.sam.gov. 2) Vendors are advised that the requirements of 13 CFR § 125.6 may be applicable to this solicitation and shall respond accordingly. The vendor shall include a narrative regarding subcontractors and a detailed description of how the offeror plans to adhere to the requirements of 13 CFR § 125.6. This narrative shall describe what tasks the prime will perform and what tasks the subcontractors will perform. The response shall also provide the subcontractor s business name and UEI. If the offeror does not plan to use subcontractors, they need to respond accordingly. Failure to provide the requested information regarding 13 CFR 125.6 may result in a non-responsive determination. C. Section II Technical Please Note this section is not sent for Technical Evaluation. Page limit: 20 pages including any coversheets and table of contents. Certifications are not included in the page count. 1) Vendors shall provide a detailed narrative which fully demonstrates how the offeror will meet the requirements found in the Statement of Work (SOW). A cut and paste of the SOW as the offeror s response is not an acceptable response. The quoter shall provide narratives for at least three similar projects in scope and scale completed within the last 3 years. 2) The contractor is required to provide a statement that all personnel performing on this contract meet the certifications and requirements outlined in the SOW for Pennsylvania and the City of Philadelphia. 3) The prime contractor shall submit proof of City of Philadelphia Certifications for Asbestos Project Inspection and Investigation with the quote. The prime contractor is required to hold the certification. Failure to provide these documents with the quote submission will result in the quote being deemed non-responsive. D. Section III Redacted Technical Redacted copy of Section II. Page limit: 10 pages including any coversheets or table of contents. Page count does not include certifications. The redacted copy is the document that will be sent to the technical evaluators for the technical evaluation. The redaction should eliminate any identifying data. The purpose of the redaction is an attempt to hold an unbiased evaluation. E. Section IV Price. No page limit. Please note, this section is not sent to the technical evaluators. 1) Quoters are required to complete the attached Pricing Worksheet by filling in the price per unit and extended price column. DO NOT EDIT THE SHEET. Failure to comply with these instructions may result in the quote being removed from consideration. 2) Quoters are to supply a listing of standard tests and prices for CLIN 0028. This standard price sheet will be incorporated into the contract and used to price tests not elsewhere listed. 3) Quoters may submit additional pricing information, but items E. 1 and E. 2 above are required. Failure to submit the required items may result in the quote being deemed non-responsive. II. Evaluation of Quotations Quotes will be evaluated for technical compliance using the submittals requested in the solicitation. The technical portion shall be rated on an acceptable/unacceptable basis. Award will be made to the responsible quoter who is compliant with solicitation, technically acceptable, and provides the lowest reasonable price inclusive of options in accordance with the schedule.
