- Orbus iServer � Software, Cloud Hosting, & Consulting Services This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 � Synopsis of Proposed Contract Actions.� The Library of Congress, Contract and Grants Directorate, intends to award a sole-source contract to Seattle Software (doing business as Orbus Software) at 2 Park Avenue #2052, New York, NY 10016. The Library previously implemented the hosting, customization and integration of EA program software with Orbus Software (Orbus) via contracts between 2012 and 2022. Orbus provided their base iServer software, functional modules, additional licenses, external hosting, and specialized technical consulting services for implementation and customization in previous contracts.� This represents a new contract to continue hosting, licenses, consulting & support of the EA program software, iServer.� See full details of requirments below in the Statement of Work. This is not a request for quotes or proposals. Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.� Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Question or comments to this Notice of Intent should be directed to Michael Schuman, Contracting Officer, at mschuman@loc.gov with a copy sent to Riley Leonhardt, Contract Specialist, at rleonhardt@loc.gov.� Please indicate in the subject of your e-mail: ""Notice of Intent to issue a Sole Source Contract - Orbus iServer � Software, Cloud Hosting, & Consulting Services"" Statement of Work 1.������ OVERVIEW / BACKGROUND The Library of Congress (hereinafter referred to as �LOC� or �Library�) requires specialized contractor support to reconfigure the hardware and software used to externally host both specialty modeling software and data repository, supporting the Library�s Enterprise Architecture (EA) program, administered by EA Program Office (EAPO) within the Library�s Office of the Chief Information Officer (OCIO).� EA data is collected, validated, and maintained to describe architecturally relevant aspects of Library operations.� These data are then applied to generate artifacts (systematic, structural descriptions in useful models, diagrams, tables, and narrative) that provide management visibility, particularly relating to IT investment decision-making.� This specialty software � specifically, a dedicated EA repository tool � is used to harness the complexity of the Architecture, by managing relevant data. The purposes of the LOC�s EA effort include: To provide visibility into who�s doing what, and who is using what IT resources, where, and why To more thoroughly integrate IT resources To reduce duplicative aspects by encouraging and demonstrating sharing and reuse of IT resources, system functional capabilities, and data To reduce costs and risks associated with IT investment To justify IT investments by providing �line-of-sight� from goals/strategies, through to specific IT projects To improve performance and accountability To serve as a centralized repository for (particularly system-related) data, where underlying architectural information can be easily queried To ensure that proposed technical solutions satisfy identified business needs The organizational magnitude of the EA effort is Library-wide (including all LOC sub-organizations, e.g., Service Units, Directorates, Divisions, Sections, Units, etc.), plus relevant external stakeholders (parties with whom activities are undertaken, information is exchanged, technology is shared, funding is sourced, etc.).� The strategic magnitude is represented by the LOC�s Strategic Plan plus Service Unit Directional Plans.� The functional magnitude includes all identified core and supporting business functions undertaken by LOC staff or external entities.� The technological magnitude includes all internal and external systems, networks, COTS tools (Library IT Standards), and managed services stewarded or used by LOC staff.� These all represent architecturally relevant aspects addressed by the LOC�s EA. The Library previously implemented the hosting, customization and integration of EA program software with Orbus Software (Orbus) via contracts between 2012 and 2022. Orbus provided their base iServer software, functional modules, additional licenses, external hosting, and specialized technical consulting services for implementation and customization in previous contracts.� This represents a new contract. 2.������ SCOPE� Renewal of Annual Maintenance & Support of iServer, for 11 licenses, plus Publisher, Data Exchange, Reporting Services, Live Documents, Portal, ServiceNow Connect, & Data Modeler Connect modules.� Provision of Annual Hosting. Professional Services, including 20 (8 hour) days of expert technical consulting. 3.������ REQUIREMENTS 3.1 Annual Maintenance & Support 24/7 technical support services provided to holders of a license for iServer software, current in payment for Annual Maintenance under the company�s Software License & Maintenance Agreement Access to Orbus� support website via user accounts Resolution of incidents applicable to iServer product faults via ticket requests Upgrades to new software versions Applies to: Base Software: Orbus iServer (11 user licenses) Module: Data Exchange Module: Publisher Module: Reporting Services Module: Live Documents Module: Portal Module: ServiceNow Connect Module: Data Modeler Connect Annual Hosting Full Cloud hosting of iServer application, modules, & database Provision of current versions of Microsoft Office & Visio User access from Library workstations via Remote Desktop (RDP) Infrastructure & configuration to allow unlicensed Library users browser-based Portal access Separate web server into a new virtual network, segregated from database server Internal firewall, to protect the newly created virtual network Externally-facing web application firewall, to protect the web server Intrusion Detection System (IDS) Multi-Factor Authentication (MFA) via Microsoft Sign-In Services, with text messaging to cellphones 3.2 Professional Services Orbus iServer specialized consulting support services amount to twenty (20) 8-hour days. Orbus iServer specialized consulting support services emphasize: (a) iServer repository configuration (objects, relationships, & attributes) & data content restoration & periodic maintenance (b) Visio template & stencil configuration previously used (c) Restoration of functionality previously established, including views, query/report configuration, Portal presence 4.������ CONTRACT PERFORMANCE 4.1.��� � SCHEDULE OF EVENTS/DELIVERABLES Annual Maintenance & Support Annual Hosting Commencing beginning of each Period of Performance (POP) Invoiced in advance (at beginning of POP) Within 30 days of receipt Professional Services As arranged with vendor, subsequent to beginning of each POP� Invoiced in arrears (at end of POP) Within 30 days of receipt 5.������ OTHER 5.1�������� POINT OF CONTACT The contractor shall provide a lead point of contact for Professional Services outlined in Section 3.2. 5.2�������� CONTRACTOR TRAVEL All Contractor travel costs are included in the cost for specialized implementation services.
