- The Government does not intend to award a contract on the basis of this request. The Government will not reimburse costs associated with the documentation submitted under this request. Responders are solely responsible for all expenses associated with responding to this inquiry. The Department of Defense, United States Space Force, Space Systems Command, is currently conducting market research by seeking capability statements and hosting an Industry Day from potential sources for development and delivery of a resilient Evolved Strategic SATCOM (ESS) space segment.� Responses to this research will aid in the determination of the market�s ability to compete for the ESS space segment production program.� Interested suppliers shall have the ability to demonstrate eXtended Data Rate (XDR) waveform satellite communications (SATCOM) capability by 1st quarter FY2024. The Government is hosting an Industry Day to invite all potential ESS Space Vehicle production prime contractors to attend in El Segundo, CA.� The Government intends to provide industry with an introduction to the program acquisition strategy, obtain feedback on this acquisition strategy, and obtain feedback on the initial set of requirements for the ESS production program through a Bidders� Library.� Additionally, the Government is requesting industry to provide a statement of capability in preparation for the Industry Day.� The statement of capability shall consist of not more than 10 pages describing the responder�s ability to demonstrate an XDR payload end-to-end performance, understanding of the NC3 mission and user terminals, and a plan to develop, qualify, test, and deliver two ESS space vehicles within 66 months of contract award. The XDR payload demonstration by 1th quarter FY2024 shall consists of, at minimum, the responder�s XDR payload which includes the ability to demonstrate the uplink and downlink antennas, RF electronics to down-convert and up-convert user signals with the required frequencies and bandwidths, digital processor to modulate and demodulate the user waveforms, the crosslink subsystems, and the software capability. The understanding of the NC3 mission and user terminals shall include the responder�s ESS space segment constellation capabilities in relation to user needs and ground system interfaces. Responders should be able to discuss their resiliency measures and how they can respond to threats we face in space today and in the future. The plan for development and delivery of the SV shall include the responder�s current space segment maturity, development plan, and qualifications required to meet a 66 months schedule after the contract award. �This plan will also show the responders ability to handle, store, and transmit classified information as high as TS/SCI/SAP. A responding firm should indicate if it is a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution. Responsible sources shall submit all responses to this notice no later than 14 days after posting. Responses should be submitted at the appropriate classification level. Interested parties are responsible for clearly and adequately portion marking by paragraph any classified, confidential, proprietary or competition sensitive information contained in their responses. The Industry Day for ESS Space Vehicle production will be hosted on 12 Dec 2022, followed by contractor requested one-on-one sessions.� The Industry Day location and timing details will be provided to eligible contractors with access to classified information that RSVP with appropriate credentials.� Each Contractor Team is invited to meet with the Government team for a 1 hour One-on-One session during Industry Day #1. The Government is hereby providing notice of participation from its Federal Funded Research and Development Center (FFRDC), Systems Engineering and Integration (SE&I), and Systems Engineering and Technical Assistance (SETA) contractors during the Industry Day briefings.� Specifically, The Aerospace Corporation, Linquest, Tecolote Research Inc., Booz Allen Hamilton, MCR, and Lokahi LLC contractors will review the SOC and be present during Industry Day and one-on-one sessions.� Please contact the Government points of contact below to express any concerns with these contractors. The Industry Day will be held at the ""SECRET"" classification level, specific Visit Authorization Requests (VAR) information will be provided to eligible contractors that RSVP.� Companies attending the Industry Day shall limit their representation to no more than five attendees per company at the Industry Day general briefing and no more than five individuals (to include potential subcontractor representation) at the one-on-one sessions.� If a company planning to participate in the Industry Day activities intends to discuss any subjects that may impact intellectual property provisions or rights, one of those attendees must be their in-house counsel as the government�s program attorney will be participating in such discussions. Companies planning to participate in the Industry Day activities shall provide one consolidated attendance request, with the company name, point of contact, title, email address, phone number, whether or not a one-on-one session is desired, and the following information for each of the company�s participants: First, middle and last name Driver's license number Birth country, birth city and state (if in the US) Citizenship information If in-house counsel is participating, in which states in-house counsel is licensed to practice law and provide bar license numbers Please provide this information to both Capt Andrew Ingerson (andrew.ingerson.1@spaceforce.mil) and �Mr. Matthew Spartz (matthew.spartz.1@spaceforce.mil), no later than 1700 PT on 02 Dec 2022.� Attendance at Industry Day and any discussions or release of information is strictly voluntary. Due to physical security limitations, Foreign Nationals and electronic devices are not permitted at the Industry Day or one-on-one discussion location. This notice does not constitute a Request for Proposal (RFP). �Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with the production and submission of information in response to this or previous notices.
