- THIS IS ONLY A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES. NO FORMAL REQUIREMENT IS DEFINED OR ESTABLISHED. NO ADDITIONAL INFORMATION IS AVAILABLE.?� This sources sought synopsis is to provide market research information for the USAF for�Torso and Extremity Protection (TEP) for Civilian Defenders.. The TEP system is one of four (4) subsystems that will be integrated into the requested for Civilian Defenders.� The TEP shall be fully scalable from a low-profile body armor vest to a plate carrier (PC) that can be configured up to a full-up tactical system.� The other subsystems include Integrated Head Protection System (IHPS), Vital Torso Protection (VTP), and Integrated Soldier Sensor System (ISSS).� The vest should be an Acquisition Category (ACAT) III Program designed to be worn by both mounted and dismounted patrols during a full spectrum base operation and all threat levels.� The civilian vest will provide the Defender with multiple levels of ballistic protection that can be tailored to select mission profiles and protection against specific threats from conventional fragmenting munitions, small arms ammunition, and blunt impact.� Civilians equipped with the TEP component of the Civilian Vests will support the versatility of the overall system by allowing the Defender to quickly transition from one mission type to another without degrading the momentum of small unit operations.� The Civilian Defender Body armor initiative protects the upper torso from multiple ballistic threats, which is easily configured to defeat predicted mission threat at a minimum system weight.� The Civilian Defender Body armor subsystem consists of the base vest assembly (w/ concealable vest insert, cummerbund, and two (2) ballistic inserts), two (2) shoulder pads, two (2) side plate carriers, two (2) side plate pockets, and two (2) side plate ballistic inserts.� Civilian Body armor initiative provides protection from conventional fragmenting munitions and multiple hits from 9mm, 0.357 SIG, and 0.357 MAG handgun rounds.� The torso ballistic insert (Enhanced Small Armor Protective Insert (ESAPI) and X Threat Small Armor Protective Insert (XSAPI)) subsystem consists of a set of interchangeable, sized, and contoured plates inserted into front and back pockets. Initiative carrier to provide vital organs protection against multi-hits of small arms rifle bullets and indirect fire fletches.� The side ballistic insert (Enhanced Side Ballistic Insert (ESBI) and X Threat Side Ballistic Insert (XSBI)) subsystem consists of a set of interchangeable, sized, and contoured plates inserted into left and right-side pockets.� Laser cut Pouch Attachment Ladder System (PALS) on the front of the MSV outer shell carrier accommodate limited load carrying compatible with Modular Lightweight Load-carrying Equipment (MOLLE).� The addition of the Ballistic Combat Shirt (BCS), Ballistic Battle Belt (B3), and Blast Pelvic Protector (BPP) provides full up protection in higher Force Protection Conditions (FPCON) tactical level protection.� The Standardized Security Forces Plate Carrier shall:� 1. Have an outside-facing surface constructed of Mil Spec Cordura.� 2. Have an inside-facing surface that is padded and channeled to allow comfort and breathability and must be constructed of antimicrobial and flame-resistant mesh material.� 3. Be packaged with NIJ-certified Level IIIA ballistic inserts (soft armor) and:� 3.1 Come in female design which accommodates natural female shape and body structure without compromising full range of motion, support, or excessive breast tissue compression.� 3.2. Provide full torso coverage without compromise to full range of motion and be available in sizing ranging from 383cm2/150in2 to 833cm2/328in2� 4. Accommodate Enhanced Small Arms Protective Inserts (E-SAPI) on front and back of the carrier simultaneously with soft armor, increasing protection level to NIJ-certified Type IV.� 5. Contain hard plate pockets on the outside portion of the carrier shell to increase comfort. Additionally, pockets must conform to the shape of the E-SAPI plate to prevent side spall, movement or movement without compromising range of motion, comfort, ergonomics, or performance.� 6. Feature single-hand operation release system for rapid removal via a quick release mechanism releasing at the shoulders and cummerbund. Must have buckles at detach points located at each shoulder and each side of the waist. Detach points must be thoroughly secured/housed to prevent inadvertent release.� 7. Feature heavy-duty reinforced rear drag handle.� 8. Accommodate optional side E-SAPI, collar/yoke, throat, bicep/deltoid attachments.� 9. Include communications cable and hydration tube routing system to accommodate tubing 3mm to 13mm in diameter.� 10. Utilize cummerbund adjustment and adjustment area must be covered (i.e., lace or Velcro adjustment on the rear of the vest covered by exterior panel).� 11. Be equipped with Pouch Attachment Ladder System (PALS) webbing on front, back and side surfaces with reinforced stitching to resist tear.� 12. Be fully modular with standard Modular Lightweight Load-Carrying Equipment (MOLLE) capability.� 13.Be constructed of stitching and material stitched to reduce snag hazards, ensure durability, and prolong serviceability.� 14.Contain woven and dyed materials turned under, heat-sealed and/or bound with binding tape to prevent defects that affect performance or durability.� 15.Be available in: Tactical Black� 16.Fade/scratch resistant, water resistant and hand washable.� 17.Consist of Thread ends trimmed to 1/16 inch maximum.� 18.Include low profile shoulder straps with optional shoulder pad accessory.� 19.Be compliant with DFARS 252.225-7012 Preference for Certain Domestic Commodities (Berry Amendment).� ?How to Respond� Interested vendors please provide the following information in your response:� Capabilities information� Body armor with salient characteristics� Brochures, pamphlets, websites, or other applicable info� Company Information� Name?� Cage Code� Size Standard/socioeconomic categories�� Primary Point of Contact� THIS IS ONLY A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES.
