Description
INTRODUCTION: This is a Small Business Sources Sought (SBSS) notice. This notice is not a request for proposals and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to obtain information regarding: (1) the availability and capability of all qualified small business sources; (2) whether they are small businesses; HUBZone Small Businesses; Service-disabled, Veteran owned Small Businesses; 8(a) Small Businesses; Veteran- owned Small Businesses; Woman-owned Small Businesses; or Small Disadvantaged Businesses; and Their size classification according to the North American Industry Classification System, (NAICS) Code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible or through full and open competition. All size organizations are encouraged to respond. Small business organizations must have their size status certified by the small business administration. The NAICS code is 541990 with a size standard of $17M. BACKGROUND: The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) conducts and supports research on many of the most serious diseases affecting public health. The Institute supports much of the clinical research on the diseases of internal medicine and related subspecialty fields, as well as many basic science disciplines. The Institute's Division of Intramural Research encompasses the broad spectrum of metabolic diseases such as diabetes, obesity, inborn errors of metabolism, endocrine disorders, mineral metabolism, digestive and liver diseases, nutrition, urology and renal disease, and hematology. Basic research studies include biochemistry, biophysics, nutrition, pathology, histochemistry, bioorganic chemistry, physical chemistry, chemical and molecular biology, and pharmacology. NIDDK extramural research is organized into 4 divisions: Diabetes, Endocrinology, and Metabolic Diseases; Digestive Diseases and Nutrition; Kidney, Urologic, and Hematologic Diseases; and Extramural Activities. The Institute supports basic and clinical research through investigator-initiated grants, program project and center grants, and career development and training awards. The Institute also supports research and development projects and large-scale clinical trials through contracts. OBJECTIVE: The purpose of this requirement action is to purchase the services of a Chairperson for the Steering Committee of the APOL1 Long-term Outcomes (APOLLO) Study from Children�s Research Institute�s Dr. Marva Moxey-Mims.� As a former NIDDK Senior Scientific Officer, Dr. Moxey-Mims was responsible for the oversight of a portfolio of research including trials for kidney disease and genitourinary dysfunction in adults and children. Dr. Moxey-Mims�s unique and specialized knowledge and expertise in kidney disease is crucial to the mission of KUH and NIDDK. The objective is to have the Chairperson 1) represent the APOLLO Consortium at a panel of External Experts, Observational Studies Monitoring Board, Protocol Approval Committee to help periodically review and evaluate the accumulated study data for participant safety, study conduct and progress, and, when appropriate, efficacy, and 2) make recommendations to NIDDK concerning the continuation, modification, or termination of the study. The OSMB considers study-specific data as well as relevant background knowledge about the disease, study parameters, or patient population under study. SALIENT / REQUIRED FEATURES AND SPECIFICATIONS: TASK AREAS: Task Area 1 - Convene conference calls of the APOLLO Executive Committee at least once per month. Each call is expected to last for an hour. Task Area 2 - Convene and run a face-to-face meeting of the Steering Committee approximately every 3 months for the first 12 months, and every 3-6 months thereafter. Each meeting will last for a day and a half or two days. Task Area 3 - Review study data and progress, recruitment data and discuss recruitment and retention strategies with the Program Office. Task Area 4 - Review the proceedings and recommendations from all subcommittees and discuss further plans with subcommittee chairpersons and the Program Office. Task Area 5 - Act as a spokesperson for the APOLLO Study at major national and international meetings and will represent and discuss the conduct of the study with the press and other community organizations. Task Area 6 - Represent the APOLLO Study Steering Committee at the meetings and conference calls of the Observational Studies Monitoring Board (OSMB). One face-to-face meeting and two to three conference calls are expected during the coming year. Capability statements submitted as a result of this announcement should demonstrate the offerors� qualifications and experience, specifically providing evidence as to their capability to perform this requirement. Potential sources must demonstrate and document their unique and specialized knowledge and expertise in kidney disease and the ability to successfully fulfill the requirements in Task Areas 1 through 6 in their capability statements. Personnel/Management: Adequacy, appropriateness and relevance of expertise, experience, qualifications, and availability of the key professional and technical staff with a project of similar size, scope, and complexity. Past Performance: Past performance is considered essential. In addition to demonstrating that they have met the above qualifications, interested parties must identify at least three other projects of similar size and complexity. Interested organizations that believe they possess the capabilities necessary to undertake this project should submit electronic copies of their capability statement, addressing the areas above. Please limit responses to five (5) pages or less. Any proprietary information should be so marked.
