Description
Pneumatic Fish Feeders-Garrison Dam NFH, ND THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition & Property Operations, FWS Division of Fisheries, Garrison Dam National Fish Hatchery (NFH). The proposed contract action is for ten pneumatic fish feeders to include crating and shipping for which the Government intends to solicit and negotiate a firm fixed price contract with only one source under the authority of FAR 13.106-l(b) to the following vendor: EMF Metal Fabrication, Inc 1116 S 18th St. Centerville, IA 52544-2729 Period of performance is 12/01/2022 through 03/15/2023. The North American Industry Classification System (NAICS) code for this requirement is 112511 Finfish Farming and Fish Hatcheries; the business size standard is $3.25M. The U.S. Fish and Wildlife Service (FWS)-Garrison Dam NFH currently owns multiple pneumatic Model LA Whisper Fish Feeders which are patented and produced by EMF Metal Fabrication. The Hatchery has a requirement to add ten additional feeders to the feeders already owned. These feeders use two extruded channels with two rows of precision punched holes that are placed one inside the other. Normally the holes are closed. During feeding, an air cylinder pulls the inner channel allowing the holes to align and feed to drop. The feed is then distributed by a spreader, which hangs below the channels. The spreader divides the feed by allowing half to drop through the holes on the spreader face and the other half to drop off the edge. A simple adjustment allows the feed opening in the channels to be reduced from one full hole size down to the smallest portion of the hole size that the eye can distinguish. Pneumatic operation allows the feeding process to be extremely quiet with little or no disturbance to the fish. These feeders are manufactured in the USA, custom built to the length needed by the Hatchery, and require minimal setup to use. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If any interested party believes they can meet the above requirement within the needed period of performance, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
