- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source basis in accordance FAR 13.501(a)with MYISP Limited, 7 Parklands Road, Nairobi, Kenya 00800, as the only responsible source that can provide Internet Subscription Services (ISP) to existing dedicated data circuits in support of the United States Army Research Directorate-Kenya (USAMRD-K or MRD-K) located at the Kenya Medical Research Institute (KEMRI) campus. �This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items.� Provisions and clauses in effect through Federal Acquisition Circular 2022-08 are incorporated. The United States Army Research Directorate-Kenya (USAMRD-K) Department of Emerging Infectious Diseases. �The USAMRD-K is responsible for developing and testing improved means for predicting, detecting, preventing, and treating infectious disease threats to the military and civilians in East Africa.� Place of Performance: The work to be performed under this requirement will be at the following sites: United States Army Research Directorate-Kenya (USAMRD-A or MRD-A) located at the U.S. Embassy located on United Nations Ave in Nairobi, Kenya Kenya Medical Research Institute (KEMRI) campus at PO Box 54840 00200 off Mbagathi Road, Nairobi, Kenya, MRD-A Kondele Campus off Jomo Kenyatta Highway in Kisumu, Kenya MRD-A Warehouse in Embakasi Kenya Kericho Campus off Hospital Rd in Kericho, Kenya for the internet. A total of five data circuits will be required. Contractor Shall Provide the Following: 32 Public IP Address Internet Connection at the following locations in Kenya: Nairobi, Kericho, Kisumu, & Embakasi.� Internet subscription service for 50/50 Uplink/Downlink Mbps at Nairobi & Kericho, Kenya Sites. Internet subscription service for 50/50 Uplink/Downlink Mbps at Kisumu, Kenya Site. Internet subscription service for 50/50 Uplink/Downlink Mbps at Embakasi, Kenya Warehouse Site. The intended acquisition will be classified under North American Industry Classification System (NAICS) 517312 Wireless Telecommunications Carriers (except Satellite), with a size code of 1,500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than fifteen (15) days after publishing this synopsis. This Special Notice of Intent (NOI) to Sole Source is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to MYISP Limited. All responses concerning this notice shall be emailed to Rebecca Wisner at rebecca.c.wisner.civ@health.mil. �Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 01 December 2022.
