- SOURCES SOUGHT NOTICE �MARKET RESEARCH� N00030-23-R-7001 This is a SOURCES SOUGHT notice. This notice is NOT a Request for Proposal (RFP). No solicitation exists at this time. The Strategic Systems Programs (SSP) seeks a Firm Fixed Price (FFP) contract for subject matter expertise regarding support services for the Submarine Security Program for OPNAV N97 (SSBN Security Technology Program (SSTP)/SSGN Survivability Program (S3P)). The applicable NAICS code for this requirement is 541330 � Engineering Services. PURPOSE OF NOTICE: The Sources Sought is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. Responders should indicate which portions of their response are proprietary and should mark them accordingly.� Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the Government Point of Entry (SAM.Gov) website for additional information pertaining to any potential acquisition and provide security clearances, if necessary, to perform the statement of work (SOW). REQUIREMENT: Support OPNAV N97 in assessing and analyzing submarine security and survivability challenges, investigate strategic and operational impacts of potential countermeasure concepts and technology solutions, and facilitate their transition to programs.� The stakeholder organizations include SEA 073, Office of Naval Research (ONR), Naval Research Laboratory (NRL), and OPNAV N2N6. Personnel supporting the technical tasks/requirements will use commercial software packages, to include at a minimum Microsoft Office (specifically, Word, Power Point, Project, Outlook, and Excel) and SharePoint.� Personnel supporting the requirement will be required to access Non-secure Internet Protocol Router Network (NIPRNET), Secret Internet Protocol Router Network (SIPRNET), Top Secret Network (TSNet), and Joint Worldwide Intelligence Communications System (JWICS).� The contractor shall provide engineering, operational, technical, analytical, and programmatic support for programs directly related to submarine security. All personnel must possess a Top Secret clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) eligibility. PERIOD OF PERFORMANCE: The current proposed period of performance is estimated to be a 12-month base period plus four option years. RESPONSE DEADLINE: Interested sources shall submit a capability package by COB November 28, 2022 (Two (2) pages or less) containing: 1) company name and address, 2) company point of contact, 3) email address, 4) phone number, 5) specifics addressing the work listed above including a current list of related past performance within the past 5 years. The proposed contractor must have a Top Secret SCI clearance. In addition, prospective sources should be able to receive, generate, modify and store classified documentation.
