INTRODUCTION: The U.S. Army Contracting Command - Orlando (ACC-ORL) is issuing this Sources Sought Notice (SSN) on behalf of the Joint Readiness Training Center (JRTC), as a means of conducting market research to identify potential sources. The intent of this notice is to determine the availability of qualified sources that are technically capable of providing the requirements described in Attachments. DISCLAIMER:� THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND:� JRTC has a need for a mission support contractor to operate, maintain and sustain its information network and provide access control to the training environment.� The JRTC conducts up to eleven (10) rotations yearly. The support enables the Joint Readiness Training Center the capability to complete its training mission in accordance with Army and FORSCOM Regulations 350-50 and FORSCOM 350-50-2. It is anticipated that an additional rotation may be required each year as directed by FORSCOM.� The selected contractor will operate, maintain, and sustain the Warfighter Information Network-Tactical, Joint Training Experimentation Network (JTEN) connectivity, Cybersecurity, Blue Force Tracker/JCR/JCR-Log/JCB-P, HICON (C4I)(Mission Command Systems) Tactical Network, Green Flag East P5 Combat Training System /Tactical Combat Training System (CTS) and Independent Commercially Compatible Cellular Network System (IC3NS) for JRTC. REQUIRED CAPABILITIES: The capabilities required for the prospective JRTC Support Contract include, operating, maintaining, and sustaining the JRTC Integrated Training Networks, support equipment and Access Control functions to all the training environments: Live, Virtual, Constructive, and Gaming.� The anticipated JRTC Support contract will operate, maintain, and sustain currently fielded equipment during the contract period of performance. The anticipated JRTC Support contract will provide services related to operations, sustainment and maintenance, to include but not limited to, providing the capability to; repair, supply, and transportation; configuration management; management of technical data, installation and integration of Government-furnished hardware and software, functional checks and tests, system operators where operations and maintenance are related, engineering analysis and studies pertaining to sustainment, and limited Technology Refreshment as required to ensure system sustainability. JRTC requirements are to procure maintenance, sustainment, operations, and support of Warfighter Information Network-Tactical, Joint Training Experimentation Network (JTEN), Cybersecurity, Blue Force Tracker/JCR/JCR-Log/JCB-P, HICON (C41)(Mission Command Systems) Tactical Network, IC3NS programs and P5 Combat Training Simulation for the Air Force Green Flag East located at the JRTC. ELIGIBILITY: The Contracting Officer has made a determination that�North American Industry Classification System (NAICS) code 541513�(Computer Facilities Management Services), with a�Size Standard of $32.5M, is the most appropriate NAICS for the JRTC acquisition. The applicable Product Service Code (PSC) is D301 (IT and Telecom Operation and Maintenance). Written responses (No longer than ten pages) to this Sources Sought should consist of the following: Your firm's degree of familiarity and specific experience with implementation of training solutions to meet the training requirements. Has your company performed this type of effort or similar type efforts (to include size and complexity) in the past?� If so, provide Contract Numbers(s), Point of Contact (POC), email address, phone number and a brief description of your direct support of the effort. A statement indicating if your firm is a large or small business under NAICS code 541990; if small business, please indicate any applicable socio-economic status [i.e., 8a, Small Disadvantaged Business (SDB), HUBZone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB)] under NAICS 541990. If you plan on subcontracting to other companies to deliver technical capability, please provide details on exactly which tasks will be assigned to those subcontractors; in addition, provide the names of those anticipated subcontractors, and list the anticipated percentage of small business subcontracting.� Your response to this Sources Sought Notice shall be electronically submitted via email to the Contracting Specialist, Olufemi Obadina, Olufemi.obadina.civ@army.mil and Contracting Officer, Phil Davis, phillip.b.davis16.civ@army.mil, no later than 5:00 p.m. (EST) on 21 Nov 2022. *NOTE (LIMITATIONS ON SUBCONTRACTING):� If you are a small business interested in being the prime contractor for this effort, please be advised that FAR clause 52.219-14 (Limitations on Subcontracting) was updated in September 2021.� The current clause adds the definition of �Similarly Situated Entity� and the 50% calculation for compliance with the clause.� Small business prime contractors may now count �first tier subcontractor� work performed by a �Similarly Situated Entity� as if it were performed by the prime contractor itself.� To assist in our market research and set-aside determination for this effort, if you are a small business interested in priming this effort and plan to utilize a �Similarly Situated Entity� to meet the Limitations on Subcontracting requirements, please identify the name & DUNS/CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. �Information regarding any planned �Similarly Situated Entity� should be included in answering any questions outlined in the SSN in order to assist the Government's capability determination. ESTIMATED DOLLAR VALUE:�The JRTC acquisition will be approximately $25M, with an initial base period and four (4) option years.
