Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Enverus for the Enverus product software license and database access annual subscription renewal (Foundations, Prodcast, Activity Analytics, Direct Access, and Pre-Generated EURs) for a base year December 4, 2022 � December 3, 2023 and two one-year option periods. This is considered a sole source to Enverus because, to the best of the NETL�s knowledge based on market research conducted, Enverus is the sole source providing access to their database/software/products. This is to renew NETL�s access to the Enverus products (Foundations, Prodcast, Activity Analytics, Direct Access, and Pre-Generated EURs). Enverus is the database that industry uses to develop long-term investment strategy, respond to regulatory and legislative proposals, and assess technology trends. ENVERUS provides the most comprehensive and integrated database of land, well, and production information in the industry; global insights and international data and expert analysis; industry best practices; and research and analytics with unconventional analysis. Enverus is the sole source provider for access to the Enverus software and database. NETL has already invested time, training, and associated costs using this software which continues to have a useful life; therefore, renewal to access the products is required so NETL is ensured continued use of these products to develop simulations and applications for analyses. Enverus is the only vendor to provide these items. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on 11/29/2022. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
